Expression of Interest to Pre-qualified Trainers for Provision Employability Skills Training

Training Course Description

 

1-    Organization Overview

MA’AN Development Centre is an independent Palestinian development and training institution established in January, 1989, registered by law as a non-profit organization. The main office is in Ramallah and the other branch offices are located in Gaza, and Jenin. MA’AN's work is informed by the necessity of creating independent, self-reliant initiatives that lead to the development of human resources for sustainable development, which incorporate values of self-sufficiency and self-empowerment.

2-    Project Background 

Ma’an Development Centre in partnership with Oxfam is implementing the EU-funded project entitled “Building the Economic Resilience for the Gaza Strip”, which aims to enhance the economic resilience of vulnerable economic groups in the Gaza Strip affected by recurrent political and economic shocks, including the impact of the COVID-19 pandemic. The project is a 42-month project, starting in 2022.

The target groups and activities are varied but mainly the project seeks to target 350 new graduates, women, men, and skilled and unskilled workers, of which 150 persons will receive internship/apprenticeship opportunities for 5 months, and another 50 interns/apprentices will get vocational, of whom 40 will be subjected to remedial training. The project is extended to support 20 SMEs for build support plans in addition to providing 10 matching grants, developing 5 scale-up business models for non-agricultural SMEs, and providing seed funds to support 5 innovative ideas/initiatives that promote WEF and green economy.

Furthermore, the support package for the 2 TVET institutions includes developing 5 curriculums. Also, the project will support 3 livelihood preparation and response plans along with producing advocacy and media materials.

3-    Description, Objective, and Activities 

Ma’an is planning to implement a training program on employability skills targeting fresh graduates, skilled and unskilled women, and men from all governorates of the Gaza Strip. Accordingly, Ma’an seeks to build a pool of pre-qualified trainers to deliver, over 24 months interruptedly, training sessions on employability training for skilled and unskilled workers and interns. The expression of interest must be valid for no more than 4 years from the date of advertisement.

MA'AN is looking for qualified trainers to implement a training program for 13 groups of 325 fresh graduates, skilled and unskilled women, and men from all governorates of the Gaza Strip. Each group of trainees, 25 participants per group, shall receive 36 training hours. The training will be delivered over 24 months scheduled twice a year.

This program will include providing employability skills training. It will include skills development and internship and apprenticeship opportunities in textile and agriculture/food processing, in addition to another non-agriculture sector with a high potential for employment. This is expected to develop the skills and competencies to support women and men, particularly youth, to enter the labor market as skilled employees/workers.

The trainers are required to provide the following activities:

  • Conducting “Employability Skills Training Program”
  • The trainer should conduct no more than 36 training hours for the targeted interns/apprentices on the skills that assist the targeted interns/apprentices develop their skills and competencies that match the labour market requirements.
  • The trainers should implement and evaluate the training sessions that will be conducted over a period of 6 training days. The training should focus on developing the skills of the targeted groups in the relevant areas rather than providing only theoretical knowledge. Therefore, the theoretical part of the training should not exceed 20% of the training time. The training is expected to address the following topics:
  • How to find a job that matches their qualifications.
  • How to write CV and cover letter.
  • Effective communication Skills.
  • Understanding the working environment and relationships.
  • How to prepare for and pass the interview.
  • Enhance and improve personal skills.
  • Enhance and improve computer and admin skills.
  • Conduct self-evaluation and develop personal and professional development plans and business plans
  • Reporting

The bidder should submit a brief report for each training round in addition to a comprehensive end-of-consultancy report in English that includes the methodology, action plan, outputs, challenges, monitoring and evaluation, and photos should be included pre and post-test, lessons learned and recommendations, etc. The report should adopt the of GESI tool to measure the impact of the training of different aspects.

Within the arrangements for the internship component in the project, MA’AN will contract with trainers to provide employability training for 13 groups of the targeted interns. Trainers should be flexible for any changes that may occur in the timing, dates, and other factors.

 

4-    Scope of Work:

MA’AN is planning to form a pool of pre-qualified trainers to conduct employability training for 13 groups) 25 interns/ apprentices for each group (.  The selected trainers will provide no more than 36 training hours on the employability skills over 6 days in accordance with the "pre-internship training toolkit" developed by MA’AN which addresses the training objectives, topics, materials, tools, methods, and exercises. Afterward, the trainer is required to demonstrate the toolkit and develop a working methodology, training matrix, and tools to ensure effective delivery of the training to the trainees. 

Through previous experience in similar projects, MA’AN has developed a comprehensive working methodology for the internship component. As part of the methodology, pre-internship training/ employability training will be provided to the interns/ apprentices in order to prepare them for the internship opportunity. A standard training package was developed for the employability training by a team of consultants addressing the training objectives, topics, materials, tools, methods, and exercises, with a clear guide to trainers on how to manage effective training activities with the interns.

5-    Timeframe

The assignment shall last for 24 months, starting from Sept. 2022. The interest must be valid for no more than 4 years from the date of advertisement. The timeframe of the consultancy service may be amended based on the field results and circumstances, so the consultant should be flexible for any changes.

6-     Qualification and Experience of the trainers

The trainers should have the following minimum qualifications:

  • University degree Business Administration or any relevant field. A Master's degree and above is preferred.
  • 5 years of proven experience in delivering training.
  • Proven expertise in delivering training in employment.
  • Having previous experience in the areas of employability and the labor market.
  • Having published research in the relevant areas
  • It is preferable to have experience in delivering gender-sensitive employability training.

  • Trainer has skills and experience in training diverse groups such as young graduate, young skilled people, women and men

7-    Submission of applications

The interested trainers are required to submit an expression of interest form and their CV including the following

  • Education
  • Detailed work experience
  • Experience in conducting similar training
  • Expertise in the areas of employability and labor market skills
  • Sample of training materials that used in the field of employability skills.

The eligible applicants are welcome to apply and submit their applications. A pool of qualified candidates will be built to invite those who match the criteria and requirements to submit their financial and technical offers to be finally selected accordingly.

8-    Awarding process

cv's  will be assessed using the evaluation criteria below only CV's that obtain more than 70 points will be selected . The evaluation criteria included:

  • Education (20 points)
  • Expertise in the areas of employability and labor market skills (30 points)
  • Experience in delivering training (20 points)
  • Experience in training in similar fields (20 points)
  • Relevancy & quality of the sample shared (5 points)
  • Experience in disability-inclusion and gender-sensitive employability training (5 points)
