Access and Advocacy Coordinator (AAC)

DCA/NCA is looking for a highly motivated and qualified individual for the Access and Advocacy Coordinator (AAC) role to contribute to attaining the Joint Country Programme (JCP) objectives. The AAC will work closely with partners of the JCPP, including Palestinian and Israeli Human Rights Organisations, as well as DCA’s and NCA’s advocacy colleagues in Brussels, Copenhagen, and Oslo, to influence international policies and practices affecting Palestinians. The AAC will monitor political and security developments, be the focal point for communications, and be the focal point for access, safety and security.

Major Responsibilities: 

  • Support partners in implementing their advocacy and communication strategies at the national and international levels, in coordination with the International Advocacy Coordinator (IAC)
  • Develop and cultivate strategic relationships with other agencies engaged in advocacy and policy work on Israel/Palestine
  • Gather and develop evidence-based analysis to support the development of positioning and messaging for DCA and NCA in coordination with the IAC
  • Support the planning, implementation, and follow-up actions related to JCPP advocacy activities, including delegations of policy and opinion makers to Palestine and international lobby trips with local partners, in coordination with the IAC 
  • Manage advocacy partner contracts, under direction from the Head of Programme and in coordination with the IAC
  • Represent DCA/NCA in external advocacy coordination Fora in the country. 
  • Support developing and ensuring that the JCPP’s written communication products (including statements, letters, proposals, key reports, etc.) are of high and consistent quality and align with appropriate normative frameworks and associated language. 
  • Ensure that the JCPP management team and IAC is kept updated and well-informed about political and security developments relevant to the implementation of the JCPP. 
  • Conduct context, safety and security assessments to inform the JCPP operations and provide briefings to staff and visitors.
  • Promote humanitarian access for the JCPP through coordination with relevant local and international humanitarian actors.
  • Prepare communication products for DCA and NCA websites and social media and publications.
  • Perform any other duties as assigned.

Key qualifications / Experience expected/ Education:

We are looking for a highly driven, intelligent, and robust person with exceptional political acumen, excellent verbal and written communication skills, and a solid and enduring commitment to work for the protection of human rights and respect for international humanitarian law.

Required

  • A university degree in political or social sciences, law, journalism, or another relevant field.
  • At least 5 years of relevant experience in advocacy work, including lobbying, policy development and information provision.
  • Strong understanding of international human rights law and international humanitarian law. 
  • Experience in programme development, fundraising, monitoring and evaluation. 
  • High-level of analytical and strategic thinking skills.
  • Excellent writing and presentation skills including the ability to present complex information succinctly and compellingly.
  • Experience managing risks associated with advocacy and communications in high-risk settings, including through developing risk management plans and mitigation measures.
  • Previous experience working on humanitarian access and safety and security is an added value.
  • Excellent planning, management, and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Excellent interpersonal skills and ability to work in multi-cultural teams.
  • Patient, adaptable, flexible, able to improvise, remain responsive, and communicate clearly and effectively under pressure.
  • Strong attention to detail and results-orientated.
  • Self-motivated, creative, and can perform individually and as part of a team.
  • Fluency in English and Arabic and effective communication in Hebrew.
