Background:
Since the imposition of the blockade on Gaza in 2006, the infrastructure support operations and projects of the UN agencies and partners in Gaza have been dormant or suspended due to access restrictions and, therefore, no meaningful construction activities were possible. The need for infrastructure projects increased considerably further to the Cast Lead Operation, which resulted in large scale destruction of socio-economic, public and private infrastructure. The result is a protracted humanitarian and early recovery crisis.
Upon the Israeli cabinet decision to ease the blockade on the Gaza Strip and permit the construction materials to enter the Gaza Strip for the international organizations’ projects and to be controlled by these organizations, under the Access Coordination & Monitoring Project, UNDP was prepared to address considerable access coordination challenges and has rented a storage facility at Karni Industrial Area in Gaza to be used for the construction materials of its construction projects in the Gaza Strip before sending these materials to the Project site. The Duty Station for the Access Coordination Assistant position will be UNDP/PAPP office in Jerusalem; the incumbent will be conducting various trips to Kerem Shalom Crossing to monitor the entry of the coordinated materials from the Israeli side, while he/she will be reporting to the UNDP National Access Coordinator.
Description of Responsibilities:
Under the overall guidance of the Deputy Special Representative (O) and the direct supervision of the Access Coordination Manager, the incumbent will undertake the following:
-Provide support to the Access Coordination Manager at the Israeli side Crossing Points.
-Double check the supporting documents of all shipment, verify that the loaded materials on the trucks are matching the materials to enter the crossing points and.
-Escort the construction materials entering the Gaza Strip until their arrival to the border entry point.
-Assist Access Coordination Manager in preparing the necessary financial vouchers on ATLAS.
-Follow up the financial issues of access unit with Finance to assure proper payments of due vouchers.
-Communicate with the access coordination team on materials’ shipments entering the Gaza Strip for the use of UNDP implemented projects.
-Contact the Security Guards Supervisors and the Storage Manager on the materials to be transferred from the crossing point to the storage facility
-Coordinate with Storage Manager on the materials’ checking, handling progress, and its transport to the project sites.
-Perform other related duties as required.
1-Logistics:
-Conduct logistical support to the access unit at Israeli side.
-Provide the escorting services needed for the imported materials.
2-Administrative:
-Conduct all related administrative and financial support needed for access unit at Jerusalem office.
3-Communication:
-Communicate with the access coordination team on all matters regarding imported materials on timely and appropriate matters.
-Communicate within access coordination team on outside the team on all related administrative issues.
Logistics Expected Results: Proper handling of imported materials and appropriate delivery through Israeli borders.
Administrative Expected Results: Timely and accurate disbursement of access dues and payments.
Communication Expected Results: Coherent team atmosphere; timely and precise conveying of the information though and outside the team.
Impact of Results
The key results of the post strengthen UNDP/PAPP’s contribution to the Access Coordination efforts in Gaza; and provide the necessary support at Israeli side.

-Ability to perform a variety of standard tasks related to Results Management, including screening and collecting of programme/ project documentation, project data entering, preparation of revisions, filing, and provision of information.

-Demonstrates openness to change and ability to manage complexities.
Knowledge Management and Learning

Qualifications :
Education:
-Minimum of High School Diploma
Experience:
-At least 3 years of progressive experience.
-Two years in the field of shipping, distribution management, store management, or operations would be an advantage.
-Excellent computer use (Word, Excel and Access).
-Valid driving license.
Language Requirements:
Fluency in both of the English and Arabic languages; both spoken and written. Good knowledge of Hebrew is a must.
