Work context
CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.
CESVI is currently implementing projects in the West Bank and in the Gaza Strip.
In response to the situation in the Gaza Strip, CESVI is expanding its presence in the strip, through implementation of emergency and humanitarian relief response interventions. This includes but not limited to food security and basic needs assistance, and improving access to water and shelter.
Job Purpose: The Accountability and referral Officer will act as the main focal point for information sharing from and to the concerned communities. This includes handling of the hotline, register the collected information, manage referrals through sector/cluster referral pathways, and coordinate with other organizations to receive cases. The position is also key in CESVI’s overall protection mainstreaming and accountability principles. In particular, with the support of the emergency coordinator and other team members, the incumbent is expected to:
Hotline Handling
- Respond to hotline calls and ensure systematic and quality information registration.
- Share relevant internal and external information to callers.
- Share feedback and comments with programmes team.
- Closure, and follow upon actions taken regarding the call received.
- Respond to callers and provide update on actions taken.
- Ensure hotline is operational for calls between pre-determined operational hours
Referral
- Remain up-dated on sector/cluster referral pathways.
- Identify needs and share with internal and external services.
- Share information of relevant external and internal services with callers.
- Attend relevant meetings and share information with external actors to ensure appropriate function of the referral pathways.
Accountability and PSEA
Commitment and application of CESVI’s PSEA and safe guarding policies.
Act as accountability focal point.
Communicate and report potential PSEA cases as per the CESVI policies.
Other responsibilities
Ensure good coordination and communication with other project staff.
Contribute to CESVI’s overall MEAL activities, including learning and data collection when needed.
Attend meetings and handle additional tasks as required by line manager.

Minimum requirements
- Bachelor’s degree in engineering, management, international development, or other similar sectors.
- Minimum 2 years of experience in the humanitarian and development sector, preferably in MEAL.
- Strong writing and communication skills in Arabic and English.
- Strong data analysis and survey development skills.
- Strong data collection skills, including using of Kobo and similar platforms.
- Strong interpersonal skills, specifically negotiation and diplomacy skills
- High flexibility and ability to lead and work autonomously.
- Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel).
The assignment is a full-time post expected to start immediately. Subject to satisfactory performance, the period of employment may be extended.
Please note that it is a project-based post and does not imply continued employment with CESVI after the end of the contract period.
