Position: Accountant, USAID West Bank Pre-Service Teacher Education Activity
Location: Ramallah, West Bank
Period of Performance: One year with expected renewal to five years.

SUMMARY OF POSITION:
IREX seeks a qualified Accountant with experience working with international cooperation to support a five-year USAID-funded Pre-Service Teacher Education Activity in the West Bank. The project aims to improve the relevancy and quality of education diploma programs for pre-service teachers.
Under the direction of the Finance and Compliance Manager, the Accountant will apply principles of accounting to analyze financial information and prepare financial reports by compiling information, preparing financial reports, and utilizing appropriate accounting control procedures.
SUMMARY OF RESPONSIBILITIES:
- Compile and analyze financial information to prepare financial statements including monthly and annual accounts, bank account reconciliations, journal entries and general ledger operations, monthly financial reports.
- Manage invoices and payment process, ensuring all documentation is accurate and prepared properly and in accordance with IREX and USAID policies and procedure and local laws.
- Manage (e.g., copy/scan, file hard copies, and save soft copies) of all financial documents for reporting purposes.
- Establish, maintain, and coordinate the implementation and maintenance of accounting and accounting control procedures. Ensure financial records are maintained in compliance with USAID policies and procedures and local laws.
- Ensure all financial reporting deadlines are met.
- Review all incoming invoices and ensure timely payment of payables.
- Assist the Finance and Compliance Manager with preparation and coordination of annual audit process, and USAID compliance reviews.
- Manage filing of financial and accounting records.
- Manage and prepare staff payroll and salary slips.
- Prepare monthly VAT report, including collecting and copying of all related original tax invoices on timely manner. File monthly VAT report to local authorities, as/if required by local law.
- Prepare all VAT exemption letters as appropriate.
- Manage petty cash report and prepare reconciliations on a regular basis.
- Assist with preparation of customized financial transaction reports as required.
- Provide accounting policy orientations for new staff.
- Other duties as assigned.
Qualifications:
- Palestinian citizenship or residency is required.
- Minimum of BA degree in accounting or relevant field.
- A minimum of 3 years of finance experience on USAID-funded projects and knowledge of relevant USAID regulations.
- Knowledge of accounting and finance principles including Generally Accepted Accounting Principles (GAAP).
- Knowledge of local laws and regulations.
- Good computer skills including knowledge of Microsoft office suite and financial and accounting software applications. Experience with QuickBooks and SmartVault is strongly preferred.
- Ability to work under pressure and tight deadlines.
- Excellent communication and interpersonal skills, and ability to work cooperatively in a team.
- Strong written and spoken Arabic and English skills.
