Project Description:
CNFA is seeking applications from qualified candidates for an Accountant position for the USAID Effective Management of Irrigation Water Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be four years.
Position Description:
S/he will report to the Operations and Finance Director and will provide financial oversight and ensure compliance with all USAID and CNFA regulations, policies, and procedures. S/he will prepare monthly payroll and ensure payroll taxes are paid; perform day-to-day project accounting duties, bank reconciliations, and tax filings for West Bank. S/he will also prepare and present financial reports, analysis, and recommendations concerning relevant financial issues.
Duties and Responsibilities:
- Maintaining the Accounts Payable Ledger and Check Register and all related accounts with proper documentation and records of all transactions; review of entries to the general ledger to assure accuracy and compliance with the company’s and established accounting principles.
- Assist with the preparation of monthly VAT and donor reports, as well as any other requested reports.
- Ensure proper archiving and maintenance of financial transaction records and master files for review.
- Calculate employees' fringe benefits, severance pay, and ensure they are accurately reflected in the payroll.
- Collaborating with the external auditors to prepare the audit sample and provide requested information.
- Prepare mandatory reports as required and respond to inquiries as necessary.
- Process monthly staff payroll, tax calculations and remittances.
- Maintain tax accounting and ensure due reporting to tax authorities.
- Supervise monthly bank reconciliations for all accounts; verify accuracy of bank statements and maintain integrity of cash balances and cash flow systems.
- Preparation of payment vouchers for signature and bank transfers, review of payment requests for format and accuracy.
- Manage all personnel issues, including timesheets, leave reports and local benefits, and ensure their confidentiality, maintain file of personnel records.
- Keep log of vehicle request forms, alongside with driver schedule and manage usage of office vehicle, request and maintain fuel inventory.
- Manage daily petty cash payments and cash reconciliation, including verifying support documentation; prepare petty cash replenishment/request documents.
- Process local travel expenses/reimbursements.
- Verify accuracy of expenses and expense reporting from sub-contractors.
- Verify vendor invoices for accuracy and run checks twice a week.
- Other duties related to position and assigned by supervisor.

Key Qualifications:
- Minimum Bachelors’ degree required in accounting or a relevant field.
- A minimum of 5 years of experience in accounting with at least 3 years within the International Non-Governmental Organizations (NGO) sector.
- Proficiency in Excel and other relevant accounting software.
- Excellent organizational skills and ability to work in a fast-paced environment.
- Ability to prioritize and manage multiple tasks simultaneously.
- Experience working on USAID or other donor-funded programs a plus.
- Strong attention to details and high degree of integrity, accountability, and flexibility.
- Fluency in English and Arabic is required.
