Position: Accounting and Procurement Coordinator – APLA
Position Purpose
The Accounting and Procurement Coordinator will assist the Finance and Administrative Officer in all relevant accounting and procurement activities. The Accounting and Procurement Coordinator shall evaluate supply options and maintain accurate procurement records for MAAP Project, to ensure efficient purchase or tendering, and provide support to ensure efficient operations of the finance department, through a variety of tasks related to APLA’s policies and procedures.
APLA Background
Founded in 1997, APLA is an independent organization mandated to represent and lobby for the collective interests of Local Government Units (LGUs) by supporting capacity building among local governments, facilitating exchange of knowledge and best practices, and serving as vehicle for dialogue between the central government and LGUs.
Project Background
APLA signed a grant contract with the European Union (EU) on 12 December 2021 with total EU contribution of € 1.9 million. To implement the project (APLA’s Multiannual Action Plan (MAAP) 2021-2025), this project has been designed to strengthen LGUs collaborations on service delivery and local participatory development, and improve contributions to territorial integration, particularly in Area C, specific objectives of MAAP are aligned to APLA’s strategic plan and aims to support the role of APLA as LGUs representative and dialogue partner with the Palestinian Authority, in order to support the role of the LGUs in the building process of future State of Palestine.
Accordingly, APLA is looking forward to hiring an Accounting and Procurement Coordinator to fulfill the following tasks:
Key Responsibilities
The Accounting and Procurement Coordinator will be responsible of:
- Research and evaluate prospective suppliers, and build vendors’ data base.
- Prepare all purchase correspondences and letters according to APLA’s internal policies, and in line with EU regulations.
- Prepare advertisements, request for quotation/proposals, request for price offers, initiations to bid, and coordination of their timely dispatch by hand, email, or fax.
- Be responsible for receiving and registering tender documents, prepare for the Technical Committee evaluation meetings for bids/quotations, and preparing the all needed documents for the evaluation process.
- Follow up the vendors progress, “requested items” delivery, check for invoices & claims and all relevant documents.
- Follow up on all ongoing MAAP Project contracts, tracking their deadlines & cost modifications when needed.
- Maintain procurement archiving (soft and hard copies) for the procurement documents, decisions and contractual agreements.
- Ensure compliance authorization of payments & all supporting documents are available.
- Ensure that all financial transactions of MAAP project are registered in the accounting system.
- Prepare checks, transfers, payment requests and other relevant requested documents.
- Support the financial department relevant tasks and duties.
- Prepare the financial reports as requested.
- Support the development and execution of APLA’s financial sustainability plan.
- Perform any other relevant tasks requested by the Finance and Administrative officer.
Reporting requirements
The Accounting and Procurement Coordinator will work in APLA’s office in Ramallah, to provide effective and efficient management of financial and procurement and auditing activities of MAAP project.
The Accounting and Procurement Coordinator will report on a day-to-day basis to the Finance and Administrative Officer and Executive Director of APLA.

Minimum qualifications
Qualifications and experiences:
- Bachelor’s degree in accounting or Finance.
- 5 years professional experience in a similar tasks & duties, especially in local government sector and EU funded projects.
Skills:
- Excellent knowledge of Ms. Office (word, excel, power point, outlook, very good background in archiving).
- Good experience in using Bisan accounting system.
- Proven experience in EU funded projects.
- Hard working, ability to work under pressure, with teamwork spirit.
- Attention to details, excellent organizational, communication and management skills.
- Good knowledge of the Palestinian market.
- Fluent in both Arabic and English.
- Excellent time management skills and ability to conduct multi-tasks, problem solving skills.

Contract Period
