Position: Accountant

Project: SheTech Palestine Project

Implementing Partner: Tahaluf Consulting and Capacity Development

Project Duration: October 1, 2024 – March 31, 2026

Location: West Bank, Palestine

  1. Background

Tahaluf Consulting and Capacity Development (Tahaluf Consulting) is a leading consulting firm located in Hebron West Bank, its mission is to provide innovative, sustainable, and effective solutions to development challenges such as IT, Environmental compliances, and climate change, while empowering individuals and organizations to achieve their goals through capacity building and development.

The SheTech Palestine Project, funded by the U.S. Department of State’s Middle East Partnership Initiative (MEPI), implemented by Tahaluf Consulting, aims to empower young Palestinian women in ICT, digital marketing, and graphic design by providing them with advanced technical and leadership training, mentorship, and support for entrepreneurship and job placement.

The accountant will play a key role in managing the project’s finances, ensuring accurate financial reporting, and compliance with the U.S. Department of State’s financial requirements.

  1. Objective

The Accountant is responsible for maintaining accurate financial records, preparing financial reports, monitoring budgets, and ensuring the project’s financial compliance with U.S. Department of State regulations. This role supports effective financial management, enabling the project to meet its objectives within the allocated budget.

  1. Scope of Work

The Accountant will:

  • Financial Reporting and Documentation

    • Prepare monthly, quarterly, and annual financial reports as required by the project and funding agency.
    • Maintain up-to-date and accurate financial records, including supporting documentation for all project expenses.
    • Ensure that all financial transactions comply with U.S. Department of State and organizational policies.
  • Budget Management

    • Monitor project expenditures against the budget and ensure that spending aligns with the approved budget.
    • Assist in budget forecasting and modifications as required.
    • Provide regular updates to the Project Manager and Project Coordinator on budget status.
  • Compliance and Internal Controls

    • Ensure compliance with all financial guidelines and regulations specified by the U.S. Department of State, including applicable sections of 2 CFR §200.
    • Implement and maintain internal controls to safeguard project funds and prevent unauthorized use.
    • Coordinate with the M&E Consultant and Project Coordinator to ensure alignment of financial data with project activities.
  • Audits and Financial Reviews

    • Prepare financial documents and reports required for audits and donor reviews.
    • Assist the project team in responding to audit queries and implementing any recommendations.
    • Ensure timely submission of financial reports and audit documents to the Grants Officer and other stakeholders as needed.
  • Payment Processing and Record-Keeping

    • Process payments for project-related expenses, ensuring proper authorization and documentation.
    • Maintain an organized record of all financial transactions, including payroll, payments to vendors, and disbursements.
    • Reconcile project bank statements monthly and manage petty cash.
  1. Deliverables

The Accountant will be responsible for delivering the following:

  • Monthly Financial Reports: Detailed reports on project spending, budget adherence, and any variances.
  • Quarterly Financial Reports: Comprehensive financial summaries that align with the project’s quarterly performance reports.
  • Annual and Final Financial Reports: Full summaries of project expenses, budget utilization, and compliance documentation.
  • Audit Preparation Documents: All required documentation and reports for scheduled audits or financial reviews.
  • Reconciliation Statements: Monthly bank reconciliation statements and petty cash reports.

  1. Qualifications
  • Bachelor’s degree in Accounting, Finance, or a related field.
  • Minimum of 3 years of accounting experience, preferably with projects funded by international donors.
  • Knowledge of U.S. federal grant regulations, particularly 2 CFR §200, is an asset.
  • Proficiency in accounting software and Microsoft Office Suite, particularly Excel.
  • Strong analytical skills and attention to detail.
  • Excellent organizational and time management skills.
  • Ability to work collaboratively with a diverse project team and handle confidential information responsibly.
  1. Reporting and Supervision

The accountant will report directly to the CEO and SheTech Project Team. The accountant will also coordinate closely with the Monitoring and Reporting Consultant for compliance-related matters.

  1. Duration and Location

West Bank, for the duration of the SheTech Palestine Project. The Accountant may be required to participate in periodic project meetings and attend training as needed.
