Action Against Hunger - Spain

ACF (Action Against Hunger - Spain) is a humanitarian, non-governmental, non-political, nondenominational and non-profit making organisation working in the Palestinian Territory since 2002. In the framework of a Cash-for-Work project for the construction of ponds for agricultural water harvesting in the Gaza Strip, funded by the European Commission Directorate –General for Humanitarian Aid (ECHO) ACF is looking for an External Evaluator

Objective of the Evaluation:
The objective of the evaluation is to improve the performance of ACF’s programming by providing information and insight to draw both general and specific lesson useful for ACF, its partners, its donors as well as te local authorities.

The evaluation criteria will be:
• Impact: The contribution of the project to the general objective.
• Coherence with ACF’s scope of activities and goals.
• Relevance and appropriateness of the project in relation to the existing context.
• Effectiveness: the extent to which the activity achieves its purpose.
• Efficiency: comparison between results achieved and resources used.
• Monitoring system & tools.
• Sustainability: the continuation of the impact and of the results obtained.
• Level of participation of Primary Stakeholders.
• Human resource and management.

Profile:
-Higher education
- At least 5 years experience in development projects
-Proven track record of evaluations and Project Cycle Management in the humanitarian field
- Strong analytical and synthesis capacity
- Excellent command of English
- Good Knowledge of the social, political and economic context of the Palestinian Territory
- Ability to work under pressure and to meet tight deadlines
- Strong security awareness
