IREX is an international nonprofit organization providing thought leadership and innovative programs to promote positive lasting change globally. IREX enables local individuals and institutions to build key elements of a vibrant society: quality education and innovative youth development programming, independent media, and strong communities.
In the West Bank and Gaza, IREX is implementing the USAID-funded Partnerships with Youth (PWY) program. The PWY Program expands educational and leadership opportunities for young people aged 14-29 throughout the West Bank by creating sustainable hubs for youth innovation and learning, called Youth Development Resource Centers (YDRCs). PWY supports YDRCs in 9 governorates in the West Bank to offer otherwise unavailable services and programming for youth to prepare them for a successful transition to adulthood and help ensure economic and civic participation in their communities. PWY programming focuses on training and other activities that help youth develop leadership, media/communication, ICT, and employability skills.
Summary of Position:
The PWY Fellows program guarantees the essential youth presence and voice in PWY activities and planning, and offers hands-on, practical work experience to young Palestinian professionals. Under the supervision of the Administration and Finance Manager, the fellow will work with the admin team to get acquainted with the various admin and finance functions and provide administrative, financial, and operational support to the PWY office per the tasks detailed below.
Human Resource:
- Assist with day to day operations of the HR functions and duties
- Compile and update employee records (hard and soft copies)
- Assist with the hiring process, including submitting of job postings online and scheduling candidate interviews
- Assist in coordinating logistics for new hire orientations and employee training sessions
- Records minutes at various meetings and archives them accordingly
Procurement:
- Assistance with the preparation of Request for Quotation, Initiations to Bid, Requests for Proposal and co-ordination of their timely dispatch by fax and messenger;
- Assist in maintaining current up to date Procurement documents and Manuals.
- Assist with managing the procurement administrative process throughout the duration of the preparation of the all documentation until the award of the contract
- Assist in providing purchased materials to the responsible receiving office and do all actions for completing the process.
Finance
- Assist in reviewing the payments; Review all incoming invoices and ensure all content is correct. Ensure all supporting documents are attached. Review all supporting documents (Purchase requests, RFQs, Analysis, Contracts, Receipt forms, deduction at source, terrorism check) and ensure that all needed approvals are made.
- Contact Suppliers and deliver their checks, and ensure correct receipts are provided by suppliers.
- Assist in preparing the monthly VAT Refund Reports for the USAID
- Assist in reviewing the petty cash payments and ensure all supporting documents are attached
- Accompany the accountant to the Ministry of Finance to follow up on VAT exemptions and income tax payments.
- Assist in scanning and filing of all financial documents and maintain quality for reporting purposes.
General
- Assist in the planning and the preparation for meetings, conferences and conference telephone calls.
- Receive, direct and relay telephone and fax messages to relevant personnel.
- Perform other duties as required or assigned.
Qualifications and Requirements:
- A fresh graduate from college or university with a degree in business administration, public administration, finance, or other related field.
- Must be less than 29 years old.
- Committed to the development of Palestinian youth, and interested in working with youth and community development programs.
- Self-motivated, quick learner, and able to take initiative.
- Strong interpersonal skills and ability to work positively and cooperatively within a team.
- Strong English and Arabic language skills required, both written and verbal.
PWY Fellows receive a small daily stipend to cover transportation costs and other incidental expenses.
