Qatar Red Crescent (QRC) is an International Humanitarian Organization and a member of the Red Cross and Red Crescent Movement. QRC started its representation in West Bank in 2006, and had launched its Programs/projects implementation in cooperation with Palestine Red Crescent Society (PRCS), in order to address emergency and humanitarian needs in Palestine; within this context, QRCS invites candidates to apply for the following position:
 
Administrative and Finance Officer- Al Bireh, West Bank
 
The Administrative and Finance Officer will be working on full time basis on the day to day financial and administrative issues at QRC West Bank Delegation Office as specified below in the job description. The Finance and Administration Officer reports directly to the Head of QRCS West Bank Delegation Office located in Al Bireh, West Bank and will be following/implementing the QRC administrative and financial procedures, rules and regulations.
 
Specific Responsibilities:
 
1-Administrative Tasks
 
-Provide office, programme and project administration support to the Head of QRC West Bank Delegation Office.
-Follow and implement QRC procurement procedures for office equipments and stationary in terms of preparing request for offers, collecting offers and preparing the relevant purchase orders.
-Prepare and renew office annual rent contracts.
-Drafting letters and faxes in English and Arabic.
-Copying and filing documents on computer and manually; maintain an organized filing system.
-Answering phone calls, receiving and sending faxes and emails.
-Answering emails relevant to administrative tasks in coordination with the head of office.
-Prepare list of inventory and update it on regular basis.
-Assist with the translation of documents from English to Arabic and vice versa when requested.
-Assist in the monitoring of schedules and timetables, including plan updates in cooperation with the Head of Office.
-Draft, edit and distribute minutes when requested.
-Send and receive fast delivery packages to Doha and other parties as requested.
-Liaise with the counterparts administrative issues as necessary.
-Prepare in coordination with the head of office all logistics needed for business events such as missions, travel, workshops, meetings, etc.
-Coordinate relevant administrative issues with Gaza office when requested.
-Facilitate daily work for QRC Technical team members and work within a team.
-Any other administrative tasks which might be requested by the head of office
 
2-Financial Tasks

-Prepare Payment requests and assure attaching all relevant documents before obtaining the signature from the head of West Bank Delegation Office.
-Follow up with Gaza office on their payment requests.
-Coordinate and follow up with the accountant at Palestine Red Crescent Society (PRCS) on issuing the payments on time, obtaining zero VAT when applicable, preparing financial reports, balance sheets, etc.
-Visit the Ministry of Finance to get a zero VAT when requested.
-Collect all financial documents from PRCS financial department (bank transfers, receipts, statements, financial reports and balances, etc.) and file it manually; maintain a well organized manual financial filing system.
-Maintain an electronic financial filing system using Excel (invoices, payments, balances, etc.)
-Monitor the QRC – PRCS joint account system and inform/update both West Bank and Gaza offices on their financial status on regular basis and print monthly bank statements for records.
-Prepare financial reports for office, projects and programmes in coordination with the accountant at PRCS financial department.
-Prepare an up to date balance sheets for the overall bank account and individual projects/programmes in coordination with the accountant at PRCS financial department.
-Inform the head of office when a money transfer from Qatar is due.
-Scan Gaza related financial documents and email it to Gaza office.
-Copy financial documents before sending it to QRC Head Quarters Office in Doha –Qatar via fast delivery service.
-Request invoices from PRCS such as Jawwal, rent, ground telephone and PRCS projects and programmes and follow up on making the relevant payments on time.
-Any other financial tasks which might be requested from the head of office.
 
Skills & Minimum Qualifications:
-Bachelor’s degree in Accounting, with strong post qualification experience (minimum 4 years).
-Strong reporting and representation skills.
-Strong communication skills, with excellent written and spoken English.
-Confident and proficient in the use of MS Office.
-Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines.
-Experience of proactively identifying and addressing issues.
