Tertiary Education Project/ Additional Financing
Introduction:
Palestine Technical University/ Kadoorie(PTUK), An Najah National University, and Palestine Technical College (Arroub) have received a grant from the Quality Improvement Fund(QIF)- Ministry of Education and Higher Education and funded by the World Bank to implement a joint project entitled: “Enhancing the Learning/ Teaching process of Technology Education and Establishing the Multimedia and Educational Resources Center(MERC)”, and intend to apply part of this grant for the selection and employment of the following highly qualified consultants to be part of the small core staff responsible for the implementation of the project under the supervision of the project director and the steering committee:
Administrative and Financial Assistant
Main Tasks and Responsibilities:
1-Preparing and bookkeeping all procurement and financial issues related to the project in close coordination with the partners involved including update of procurement plan as needed.
2-Assisting in preparing and following up financial documents necessary to trench payments according to budget.
3-Maintaining an efficient filing system and managing all records.
4-Keeping track of incoming and outgoing correspondences and communications.
5-Scheduling appointments, meetings and handling the needed logistics.
6-Assisting in preparing the progress reports related to the project activities.

Minimum Competencies:
1-B.A Degree in Finance, Accounting or any other related field.
2-Excellent communication and networking skills.
3-At least 2 years of proven past work experience in project management or areas relevant to the scope of the project.
4-Very good Arabic and English Language skills.
5-Excellent reporting and formal writing skills in both English and Arabic.
6-Excellent computer working skills.
7-Ability to work under pressure.

Place of Work:
Both posts will be in Palestine Technical University/ Kadoorie - Tulkarm
Time Frame:
The duration of the assignment is 24 months starting from January 2010 and continuing through
December 2012; The consultant shall work 8 hours per day 5 days per week.

Contract Type: Time Based Contract
