Introduction
An-Najah National University (ANU) & Palestine Technical University (PTU) have received a grant from the Quality Improvement Fund (QIF)-Ministry of Education and Higher Education and Funded by the World Bank and EU, to establish two Education Technology Centers (ETC) and intends to apply part of this grant for selection and employment of highly qualified administrative assistant for the project.
Assignment Objective:
ANU and PTU are considering the selection of qualified manager for a full time job to be part of the small core staff responsible for the establishment of the two ETCs.
Duties and Responsibilities:
1. Preparing, and bookkeeping all procurement and financial issues related to the project in close coordination with the specialized personnel in ANU and PCU to insure its compatibility with the grant agreement and the World Bank guidelines..
2. Update procurement plan as necessary
3. Prepare and follow up all financial documents necessary for trench payments according to budget.
4. Maintaining an efficient filing system and managing all records.
5. Keeping track of incoming and outgoing correspondence and communications.
6. Scheduling appointments and handle the logistics of training courses and workshops
7. Preparing the progress reports of the project to be submitted to the QIF unit and the PCU and provide any needed assistance in preparing other reports as required by the agreement between the MOEHE and ANU.
8. Do all that is necessary to ensure that the work is carried out fully, smoothly and without any unjustified delay.
Minimum Required Qualifications, Skills, knowledge and Competencies:
1. B.A , P.S.C Degree in IT, Business Administration, Education.
2. Excellent Computer working ability.
3. Excellent English language working ability and Communication skills.
4. Ability to work in team and individually, hardworking and has potential and initiative.
5. Experience in related work (3 years minimal).
Place of work: ANU for three days and PTU for two days or as required.
Time Frame: the duration of the assignment is 8 months and the consultant shall work 8 hours per day 5 days per week
Contract Type: Time Based
