Background on CISS
CISS - Cooperazione Internazionale Sud Sud, is an Italian Non-Governmental Organization founded in Palermo in 1985, officially recognized by the Italian Ministry of Foreign Affairs as an organization eligible to promote and implement cooperation projects in developing Countries (law 1989/128/3638/O, 6th December 1989). CISS is an NGO of solidarity and international cooperation, whose main purpose is to intervene in favor of the most vulnerable populations in various geographical and socio-economic contexts. CISS has been committed to supporting the Palestinian population since 1988, and has implemented various projects including the management and improvement of water resources, mental health and child protection, preservation of natural and cultural heritage, integrated agricultural development, gender and women empowerment, psychosocial programs, capacity building for community-based organizations, and support for the most vulnerable groups in East Jerusalem and the Occupied Palestinian Territories.
Job Description
Contract duration: 12 months with possibility of extension (including two months of probation period)
Starting Date: 01st May, 2023
Duties and Responsibilities
Under the immediate supervision of the Gaza Head of Base, the Administrative and Finance Coordinator must achieve the duties of this position, which are as follows:
- To follow the financial status of the mission through the standard financial management tool (Prime Entry) and update it on a monthly basis.
- To control the coverage plan and monitor the cost structure of the mission. Budget Follow Up of mission contracts. Elaborate and submit contract financial reports.
- Assure the monthly closing of the accountancy, following the controls defined and according to the established deadlines. Assure the respect of the administrative and financial procedures established by CISS and the donors. Follow up of all payments at mission level and manage relationship with banks.
- Control and supervision of the respect of any rule regarding the quality and archiving of all administrative and financial documentation according to donor guidelines. Plan, coordinate and follow up of external audits (coordination with HQ and Head of Mission).
- Train partners on accounting and financial procedures. Coordinate the integration of the partner’s invoices and accounting transactions. Coordinate the consolidation of financial reports sent by partners. Follow up of any treasury request by any partner.
- Monitor budget expenditures and maintain a proper record of approved programme budgets and their revisions.
- Prepare proposals for budget revisions and ensure accurate and timely processing.
- Prepare and submit programme expenditure and budget status reports as well as donor financial reports and financial statements.
- Prepare other recurring reports as scheduled and special reports as required for budget/financial preparations, evaluation and verification missions and audit.
- Respond to queries from donors supporting the programme, liaise with CISS appointed and external auditors wherever required.
- Monitor and report on core and non-core expenditures by Implementing Partners.
- Develop a programme procurement plan and provide inputs for the online procurement plan.
- In accordance with the Work Plan and approved Procurement Plan, coordinate, support to and conduct procurement of goods and services.

- At least a bachelor’s degree in Business Administration, Accounting, economics, finance, public administration or any related field.
- At least 5 years of work experience in administrative positions in non-governmental organizations. Previous experience with Italian INGOs is an added value
- Computer skills including the ability to operate Microsoft Office programs.
- Excellent speaking and writing communication skills in English and Arabic.
- Excellent attention to detail and strong organizational skills including ability to prioritize and multi-task.
- Strong interpersonal skills and ability to work cooperatively with team members.
- Very organized and structured.
- Ability to work under pressure.
- Good attitude and willingness to improve skills and knowledge.
- Knowledge in Italian Language is an asset.
