Vento di Terra is looking for a figure to join its staff in Palestine, with the role of Administrator/Logistician for a project co-financed by AICS, which aims to improve access to protective educational facilities and services, integrated psycho-social support services, and protection and legal support mechanisms for the Palestinian Bedouin population exposed to violations in Area C.

Main duties and responsibilities:

  • Assist the Project Manager in the administrative and financial management of project activities, always under the supervision of the Administration Officer, and in compliance with donor financial procedures and local regulations in the Occupied Palestinian Territory;
  • Ensure the timely recording of project expenses, in line with the internal deadlines established;
  • Prepare payments directly managed by VdT, collecting all necessary supporting documentation and archiving it, including the electronic soft copies, while ensuring proper administrative and financial reporting, and compliance with VdT and donor procedures;
  • Assist the Project Manager in the preparation and updating of the project’s cash flow;
  • Assist the Administration Officer in the preparation of the documents needed for the monthly tax declaration of VDT staff salaries and payments due at the Ministry of Finance;
  • Provide technical assistance, support, and supervision to local project partners in accounting and reporting, periodically monitoring expenses incurred by partners and the corresponding supporting documents;
  • Develop procurement plans in accordance with the project’s budget requirements and timelines;
  • Manage procurement processes, including vendor evaluation, purchase coordination, request for quotations, and purchase orders, fully adhering to VdT and donor AICS procedures and requirements;
  • Maintain accurate and organized records of procurement documents and support the expatriate Project Manager in preparing necessary documentation for reporting;
  • Translate procurement documentation from Arabic to English and vice versa;
  • Support the expatriate Project Manager in preparing contracts with suppliers and project staff;
  • Support the expatriate Project Manager in maintaining relationships with local ministries, competent ministries, and banks;
  • Supervise the maintenance of the project vehicle in accordance with local procedures and rules, and manage the validity of all necessary vehicle documents;
  • Be available to perform other tasks assigned for the successful completion of the project.

متطلبات الوظيفة

Qualifications and experience:

  • A degree in economics, administration, or a relevant field obtained at least 3 years ago;
  • At least 3 years of proven work experience in a similar position within the development cooperation sector at civil society organizations;
  • Knowledge of the humanitarian system, procedures of major donors, and the country’s regulations;
  • Knowledge of reporting procedures for humanitarian projects;
  • Previous use of management and accounting software;
  • Proficiency in standard office software (Microsoft Word, Excel, PowerPoint);
  • Good knowledge of English (B2 or C1, both written and spoken);
  • Analytical and problem-solving skills; availability for frequent travel to project areas;
  • Excellent interpersonal and communication skills and ability to work in a team;
  • Valid driving license.

Preferred requirements:

  • Knowledge of Italian (B2 or C1, both written and spoken);
  • Knowledge of reporting rules for projects co-financed by AICS;
  • Possibility to access Jerusalem is a plus.
