Position: Administrative Officer
Location: Jericho. Palestine
Contract duration: 1 year – 3 months probation
Schedule: Part time / 30 hours per week
Starting Date: ASAP
Background
There are four million Palestinians living in the occupied Palestinian territory (oPt) (1.5 m in Gaza and 2.5 m in the West Bank) of which 49 per cent are below the age of 18 . The daily life of children is framed within the context of the Israeli occupation; the conflicts and military operations associated with occupation, the blockade of Gaza (since June 2007), stringent access and movement restrictions, and the existence and further construction of the separation barrier in the West Bank. This context creates vulnerabilities and inequities in the fulfilment of rights that are more pronounced in Gaza, Area C, Seam Zones, Hebron old city and East Jerusalem. While threats to life, security, and human dignity are daily realities throughout oPt in general, inequities are observed in those population groups that directly experience violence related to the occupation and the settlements and also, to a lesser extent, the Palestinian inter-factional divide. Children (girls and boys) are routinely affected by injury, displacement, disability, psychological distress and death.
Medicos del Mundo (MDM) Spain is present in Palestine since late 2006. During these years, the principal areas of intervention have been mental health and its integration into primary health care, carrying out specific actions to support the public health system in response to urgent or emergency phases caused by the blockade suffered in Gaza. Currently, MdM Spain is executing projects in the West Bank and Gaza.
POSITION PROFILE
RESPONSABILITIES: Responsible for assisting the Project Coordinator in the administration, accountancy and Human Resources of all MDM projects.
DUTIES:
Accountancy
-Management of the daily accounts according to the MdM guidelines
-Control and ensure the correct documentation needed to present the accounts.
-Inform the Project Coordinator about any change on the regular expenses according with the usual expenses and the common sense.
-To compile all the documentation for the monthly accountancy closing and to advice of any incident in the correct documentation.
-Preparation of the accountancy monthly files to be sent to HQ
-Give support and advice about the VAT exemption, ensures that the control process in place is working (filling system, collection of extra-account information)
-To follow up the particular budget of the donors by concepts and assign the expenses according to this projection
-Support in the preparation of Annual Cost Plan for the MdM oPt office
Petty Cash and Banks
-Management of weekly and monthly closure of petty cash by donors
-Management of cash payments for purchases
-Management of cash documentation: receipts, invoices and all the documents involved in the justification of the expenditure.
-Fulfill the advances of cash for any activities in the field
-Follow up the procedures of advancing cash
-To withdraw the amount of money from the Bank according to the instructions of the PC
-To request and collect the Bank Statement in a monthly basis
-To fulfill the Cash and Bank Sheet of the SAPP Accountancy model provided by MdM
-To guarantee the equivalence between the Balance of the Bank and Cash Sheet and the real balance of the Bank Accounts and Petty Cash
-To prepare the Bank Conciliation Sheet
Administration/Human Resources
-To administrate all aspects related to national staff management and policies (redaction of contracts, application of the Rules and Regulations etc..
-To make a follow-up of the application of MDM Staff Regulations, with the supervision of the Project Coordinator.
-Prepare schedule of holiday leaves, make a follow up and approve the holidays requested and taken by the workers with the authorization of the PC.
-Inform all MDM personnel about general policies.
-Inform the Project Coordinator about important administrative situations.
-Prepare monthly schedule of guards and make a follow up of it.
-Control of overtime and its compensation. The overtime must be authorized by PC.
-Coordination of permits and administrative situations for west bank staff
-Coordination of actions related to administration of National and Expa staff with the MdM Gaza office.
-Coordinate the production of financial reports for headquarters and donors.
-To maintain high level of confidentiality of all documents and issues
-To perform additional administrative tasks on request
REQUIREMENTS
-Diploma or equivalent in administration and/or management and/or accountability.
-Good knowledge of windows environment. Microsoft office user.
-Fluent Arabic and English (verbal and written)
-Experience with International NGOs is preferred.
-Good ability of communication.
-High responsibility

-Cooperative and dynamic.
-Problem solving ability.
-Flexibility with the timetable.
-Specific training or proved experience in accountancy and administration.
-Interest in the health sector.
