Global Communities is seeking an Advocacy and Awareness Raising Officer for the USAID-funded West Bank/Gaza Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).
The Advocacy and Awareness Raising Officer will play a pivotal role within the Raedat Activity team, working under the supervision of the Social and Behavioral Change Communication (SBCC) Specialist. In this capacity, the Officer will collaborate closely with the SBCC Specialist and other team members to advance the objectives of Raedat's gender equality and women's empowerment initiatives. Together with the SBCC Specialist, the Officer will contribute to designing and implementing advocacy strategies aimed at challenging social norms, promoting gender equality, and raising awareness of women's rights issues in the West Bank and Gaza. Additionally, the Officer will work with other staff members to ensure alignment and coherence across various programmatic areas, fostering synergy and maximizing impact. Responsibilities of the Advocacy and Awareness Raising Officer encompass a diverse range of activities, including campaign planning and execution, stakeholder engagement, capacity building, monitoring and evaluation, and sustainability planning. Through these efforts, the Officer will play a key role in amplifying the voices of women and girls, mobilizing support for gender equality initiatives, and driving positive social change within the local communities.
Roles & Responsibilities
Develop Advocacy and Communication Strategy: Collaborate with the Raedat team to design and implement an advocacy and communication strategy aimed at promoting gender equality, challenging gender norms, and raising awareness of women's rights issues, including GBV and workplace discrimination.
Stakeholder Engagement: Engage with various stakeholders, including government agencies, civil society organizations, private sector entities, academia, and media outlets, to build alliances and coalitions supporting gender equality and women's empowerment initiatives.
Campaign Planning and Execution: Lead the planning, coordination, and implementation of advocacy campaigns and awareness-raising activities, utilizing creative and innovative approaches to reach diverse audiences and effect positive social change.
Capacity Building: Provide and facilitate training, coaching, and mentorship to Raedat staff, partners, and community members on advocacy techniques, gender-sensitive communication, and compelling messaging to amplify the voices of women and girls.
Monitoring and Evaluation: Monitor the impact of advocacy and awareness-raising efforts, collecting relevant data and feedback to assess effectiveness and inform strategic decision-making. Prepare periodic reports and presentations to document achievements, challenges, and lessons learned.
Collaboration and Networking: Strengthen partnerships with key stakeholders, including women's rights organizations, youth groups, grassroots movements, and international agencies, to leverage resources and maximize collective impact in advancing gender equality and women's rights.
Sustainability Planning: Contribute to sustainability planning by identifying opportunities for institutionalizing advocacy initiatives, building local capacities, and fostering community ownership of gender equality interventions for long-term impact.

Qualifications
- A bachelor’s degree in Gender Studies, Social Sciences, International Relations, or a related field is required. Additional qualifications or certifications in advocacy, human rights, or gender equality are advantageous.
- Demonstrated minimum of five years’ experience in advocacy, awareness-raising campaigns, and coalition building, preferably in gender equality, women's rights, or social justice.
- Experience and demonstrated results working with diverse stakeholders such as civil society organizations, international organizations, and community-based organizations is highly desirable.
- Demonstrated ability to provide policy and programmatic advice to development projects on gender related advocacy and awareness-raising issues.
- In-depth understanding of gender issues, particularly in the Palestinian context, including gender-based violence (GBV), gender discrimination, and women's empowerment.
- Familiarity with local laws, policies, and initiatives related to gender equality and women's rights is an asset.
- Proven track record in designing and delivering training programs focused on gender advocacy and awareness-raising initiatives.
- Strong interpersonal skills and building and maintaining effective partnerships and networks.
- Proficiency in advocacy strategies, including campaign planning, message development, and stakeholder engagement.
- Proactive and results-oriented with a demonstrated commitment to promoting gender equality and women's empowerment. Ability to work effectively in a multicultural and multidisciplinary team and independently in a fast-paced environment. Flexibility and adaptability to navigate the dynamic and challenging context of the West Bank and Gaza.
- Sensitivity to cultural differences and understanding of the socio-economic and political situation in the West Bank and Gaza.
- Ability to work under pressure and ability to take initiative.
- Proficient in strategic planning and adept at resolving complex challenges.
- Ability to handle multiple assignments and meet deadlines.
- Ability to write reports and follow-up execution of component activities.
- Excellent written and verbal communication skills in English and Arabic, with the ability to articulate complex issues clearly and persuasively.
