Norwegian People’s Aid (NPA) is the humanitarian solidarity organization of the Norwegian trade unions. Internationally we work in 38 countries, including the occupied Palestinian territory. NPA work focuses on fair distribution of power and resources and protection of life and health. As NPA values people own initiatives and agendas, our cooperating partners are key actors in our programs and projects.

NPA has been operating in the occupied Palestinian territory for more than 20 years. Currently, NPA has a programmed focused on Democracy, Human Rights, Protection and Food Security/Livelihood. NPA cooperates with local partners in both the West Bank and the Gaza Strip.

NPA is now looking for a: Advocacy and Communication Advisor who is highly motivated and experienced advocate with a deep commitment to social justice and human rights.

The Advocacy and Communication Advisor will be responsible for coordinating NPA's advocacy and communications efforts in Palestine. They will develop and implement advocacy plans, build relationships with key stakeholders, produce advocacy products on Palestine. They will also contribute to the development and implementation of a Communications plan in collaboration with key stakeholders. They will also coordinate closely with NPA Head Office Advisors in Oslo to inform NPA's international advocacy on Palestine.

This is a national position, and the position holder will coordinate with NPA's cooperating partners in the West Bank and Gaza Strip and will report directly to the Country Director.

Main Tasks and Responsibilities:

  • Taking lead on coordinating NPA’s advocacy and communications in Palestine in close coordination with NPA cooperating partners and Head Office
  • Responsible for development of an advocacy and communication plan for NPA Palestine
  • Support NPA cooperating partners in their advocacy plans and campaigns, including capacity development.
  • Build and maintain relationships with relevant external stakeholders, including human rights organisations, UN agencies, national and international NGOs advocacy consortia of AIDA & PNGO to identify opportunities for collaborative work.
  • Develop and disseminate advocacy products in line with agreed advocacy plans
  • Produce regular situation updates and analysis of the situation
  • Contribute to NPA country strategy development
  • Contribute to development of needs analyses
  • Follow relevant local, regional and international political developments, humanitarian trends, human rights issues and development policy to inform NPA’s work
  • This position requires access to East Jerusalem

Required qualifications:
Must have:

  • University master’s degree in communication, human rights, political science, development studies or any relevant field. Long relevant experience may compensate for master's degree.
  • Minimum 3-6 years of relevant experience of advocacy and communication in local or international NGO setting in Palestine. Excellent verbal and written communication in English and Arabic, networking and influencing skills;
  • In-depth understanding of political, development, humanitarian and human rights issues, programming and operations in Palestine.
  • Proven experience (or solid training) in international humanitarian law and international human rights law, rights-based approaches, conflict resolution/transformation, and communication.
  • Documented experience in writing and editing high quality contents that clearly communicate development-related ideas for various communications platforms,
  • Ability to produce a variety of written and visual communications products in a clear, concise style, as well as develop messages for use when communicating on the programmes

Duty Station:
The position is based in Ramallah, with frequent travel to the West Bank including East Jerusalem and internationally, as required and possible. The position is a national position meaning any resident with the ability to obtain a work permit and has the ability to work in Ramallah.
