Under the supervision of the Country Manager, and in close collaboration with the Policy & Advocacy Advisor and the Inclusion Humanitarian Action Specialist, the Advocacy Officer is responsible for the implementation and monitoring / evaluation of actions related to advocacy in a Palestine Program, as well as for extending technical support to the HI team and partners on advocacy. She/he complies with and promotes HI advocacy quality standards and procedures, for the greatest coherence and impact.

Missions / Responsibilities:

Mission 1: STARTEGY AND STEERING

Assist the Advocacy Manager and the Inclusion Humanitarian Action Specialist with the development and revision of the advocacy strategies and action plans on the assigned topics

  • Contribute to the preparation, monitoring, evaluation and update of the advocacy strategies and the three- year plan of action, including preparing/updating relevant analysis and tools (stakeholders mapping, targets mapping)
  • Support with the functioning of the internal thematic advocacy coordination group (COPIL).
  • Support the Inclusion in Humanitarian Assistance program strategy

Mission 2: OPERATIONAL IMPLEMENTATION

Responsibility 2.1: Contribute to the implementation of the advocacy strategies, in line with the action plan, relating to the assigned topics.

  • Build an enhanced understanding of the different policy aspects and stakeholders relating to the topics assigned.
  • Contribute to the production of evidence-based advocacy messages for policy targets, the media and the general public.
  • Supports the production and dissemination of publications and other material.
  • Build constructive relationship with internal stakeholders in HQ and relevant programmes.
  • Develop useful contacts with relevant institutions and other stakeholders at global and EU levels.
  • Organise advocacy events at EU and international levels, including organising the participation of external stakeholders.
  • When requested, represent HI in relevant for a and events and participate in relevant networks.
  • Support programmes and national associations in the development and implementation of their advocacy initiatives in relation to the assigned topics.
  • Comply with promote HI advocacy quality standards and procedures.

Responsibility 2.2: Ensure proper internal and external communication on HI advocacy on the assigned topics

  • Systematically inform and promote development advocacy activities within the organisation, organise presentations and feed internal communication channels.
  • Ensure constant external communication (blog, website, social media).
  • Organise the smooth flow of information to advocacy targets and partners, including through social media.
  • Support the Inclusion Humanitarian Action Specialist in promoting inclusion at the level of HRP and HNO and within OCHA stakeholders. /
  • Represent HI in the AIDA advocacy working group.

 Responsibility 2.3: Contribute to the budget management and fundraising in relation to the assigned topics

  • Contribute to the budget Planning and management in his/her area.
  • Contribute to the fundraising and donor relations, including preparing funding proposals, and reports

 Mission 3: STANDARDS and EXPERTISE

Contribute to raising the quality and internal ownership of AIR work

  • Comply with HI quality standards and internal procedures relating to advocacy.
  • Report any issues with compliance to the line manager
  • Contribute to the design and delivery of presentations and training tools on advocacy
  • Provide advocacy-related inputs into internal processes as requested.

Job profile requirements:

  • University degree in International Development, humanitarian law/action, international relations, human rights, public relations/lobbying.
  • At Least 3 years of experience in the field of international development or humanitarian field, ideally including work in intervention countries.
  • Previous experience with advocacy, ideally in NGO
  • Previous experience in design and management of advocacy strategies.
  • Strong interest in and good understanding of disability issues and issues relating to vulnerable populations.
  • Flexibility in travelling internally and externally.
  • Excellent communication & Influencing skills
  • Good Networking skills
  • Proactive, solution maker, strongly positive, constructive and dynamic personality
  • Fluency in English, and knowledge of Arabic language is needed.
  • Holding of valid driving license
