Advocacy Unit Manager
The Women’s Centre for Legal Aid and Counseling (WCLAC), an independent Palestinian organization established in 1991, aims to contribute to the establishment of a democratic Palestinian society based on social justice and equality between women and men. To achieve this aim, the Centre has developed and is further developing, through its activities, a new Palestinian feminist discourse.
WCLAC is seeking a full-time Advocacy Unit Manager to be based in Ramallah. The Manager will oversee the overall work of WCLAC’s Advocacy Unit at both the national and international level. This role includes managing the advocacy team and supervising the unit’s daily operations to ensure the highest quality of WCLAC's advocacy work to promote and protect women's human rights and access to justice based on principles enshrined in international human rights and humanitarian law.
Primary Duties and Responsibilities:
1- Develop comprehensive advocacy strategies and activities at both national and international levels based on WCLAC's strategic plans.
2- Develop advocacy plans targeting policymakers, decision-makers, parliamentarians, diplomatic missions, UN bodies, and other key stakeholders, ensuring clear and effective messaging tailored to advocacy objectives.
3- Plan and conduct research activities with the unit team to produce relevant studies and reports for advocacy purposes.
4- Leading, supervising, and supporting the team of the unit in designing, implementing, and evaluating advocacy initiatives to influence policies and legislation at the national and international level.
5- Provide strategic leadership and manage the advocacy unit team through mentorship and support, fostering a high-performance environment and ensuring consistently high-quality output.
6- Preparing human rights reports, policy documents, submissions, complaints, and urgent appeals based on evidence-based data documented by the advocacy unit.
7- Coordinate and network with national and international organizations, as well as United Nations human rights bodies and specialized agencies.
8- Representing WCLAC at meetings, field visits, conferences, donors' meetings, and media at national/international events.
9- Contribute to the preparation of the advocacy unit budget, manage financial resources, and oversee the implementation of advocacy activities.

Professional Qualifications and Experience:
• Master's degree in Humanities, Human Rights, Law, and International Law.
Bachelor’s degree in social sciences or law
• At least 8 years’ experience in the field, including three years in a leadership and supervisory position.
• High-level Leadership, communication, and management skills
• Experience in women’s rights as well as the work of NGOs in Palestine.
• Excellent English and Arabic command, native speaker standard.
• Relevant professional experience in research and report writing.
• Experience in designing and implementing advocacy initiatives
Skills and Competencies:
• Report writing in both languages (ENG-AR).
• Strong written and oral communication skills.
• Good knowledge of national laws and legislation.
• Good knowledge of international human rights mechanisms.
• Strong interest, knowledge, and commitment to feminist visions and gender-related issues.
• Strategic thinking and advocacy experience
