Expanded and Sustained Access to Financial Services Program (ESAF)

Duration: 30 months
AED seeks candidates for the position of Financial Sector Specialist to be based in Ramallah for a three –year USAID funded initiative entitled Expanded and Sustained Access to Financial Services Program (ESAF). The program aims to improve access of Palestinian households and enterprises to financial services, especially their access to credit, in order to contribute to the revitalization of theprivate sector.
Duties and responsibilities:
The Financial Sector Specialist is a senior managerial position that will serve as the technical lead on ESAF financial sector development activities, including managing the provision of technical assistance to financial institutions (banks, microfinance institutions, insurance companies), industry-level associations, and the Capital Market Authority directly and through partner agencies, coordinating policy development and other initiatives with stakeholders, including the Palestinian Monetary Authority, and assisting the Chief of Party in monitoring the implementation of all project components.
Education: Advanced degree in Business Administration, Economics or International Development, Commercial Law or Project Management.
Experience and Specific Knowledge Requirements:
Minimum 7 years experience working with financial institution or on financial sector development programs. Knowledge of USAID regulations and policies.
Skills:
1- Technical experience in financial services delivery, policy and regulatory environment development, and capacity building;
2- Excellent problem solving skills, ability to analyze data;
3- Some knowledge of Monitoring and Evaluation methodologies;
4- Demonstrated skills in strategic planning, and budgeting;
5- Ability to interact with officials and organizations, representatives at various levels and to develop collaborative working relationships;
6- Excellent verbal and written communications skills, and
7- Fluency in Arabic and English.
