Agro-Technical Officer
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by humanitarian crisis.
PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of IHL/HR in both the West Bank (WB) and the Gaza Strip (GS). It combined several sectors to prevent the loss of livelihoods and displacements of population as a consequence of protection threats, lack of services (Health, Education, WASH), and lack of access to agricultural lands or job opportunities.
OVER ALL OBJECTIVE:
Under the responsibility of the FSS – Humanitarian Fund Project Manager, the Agro-Technical Officer Role is to conduct technical assessment when needed, data collection, supervision of surveyors and daily workers, and the daily basis follow up on the implementation of the project activities.
That mainly – but not exclusively – includes:
- Conducting technical assessment and / or supervise the surveys and assessments required during the project cycle.
- Follow up & Monitoring of the material delivery with the supplier and community / beneficiaries and Partners
- Close coordination with the M&E team and delivering all requirements to the M&E team.
- Filing and classifying all documents and files related to the project
Internally, He/she will contribute in reporting, updating the activity follow up tools and work plans.
Externally, she/he will develop the community mobilization, relations with the municipality councils, identification of local partners if relevant, identification of opportunities/vulnerable groups and communities, etc.
In addition, He/she is responsible in alerting the team about any related protection issue/incident occurring in the area of intervention. She/he will ensure that the PUI procedures and regulations are fully respected during the implementation of the livelihood activities.
TASKS AND RESPONSIBILITIES:
- Conducting technical assessment and / or supervise the surveys and assessments required during the project cycle.
- Conducting field visit in order to ensure the proper implementation of surveys, assessment, data collection and to supervise the work progress of the surveyors.
- Cross checking the collecting information with different source of information (VC, Suppliers; Beneficiaries; Partner , any other relevant stakeholders)
- Conducting a risk assessment for each activity implementation including the formulation of some recommendation of material delivery and installation (i.e. Area C)
- Updating the assessment with the technical specifications and budget according to the ongoing tender & updating the database accordingly
- Contributing to set the selection technical criteria of the beneficiaries, including the announcement of the project and selection process, application filling, etc.
- Follow up & Monitoring of the material delivery with the supplier and community / beneficiaries and Partners
- request materials from the Log. Department, and preparing the purchase orders and coordinating with the supplier (mainly agro. Supplier) the delivery of the material.
- Direct supervision of the material provision, delivery and installation for all activities in liaison and coordination with the project manager, Partners’ operation team, suppliers/ contractors, VCs, and any other relevant parties.
- Monitoring the smooth implementation of the material by conducting regular field visit and writing reports
- Participating in the committee of selection of beneficiaries for the olive harvest activity, creating steering committee, identification OH surveyors.
- Design the type of support for each farmer, delivery olive harvest tools, documentation and preparing farmers contracts
- Request cash assistance payments for the olive harvest daily workers.
- Direct supervision on the olive harvesting tools distribution to farmers in coordination with the village councils.
- Drafting of technical specifications of the material and measurement for the road rehabilitation activity and to do the same for the cisterns and other items to be provided under the land rehabilitation activity
- In coordination with the partner field officer, He/she will supervise and Monitor the Delivery of the Material in Salfit targeted communities.
- In coordination with the admin assistant, they will prepare the required documents for the delivery process such as donation certificates, MoU…etc.
- Monitoring and supervising the implementation process in all its steps including the surveys needed.
- Close coordination with the M&E team and delivering all requirements to the M&E team.
- Data and information collection based on the M&E department needs
- Conducting the surveys and assessment developed by the M&E department for each activity
- Coaching the surveyors to use the ODK system and application filling.
- Filing and classifying all documents and files related to the project
- Document all activities by collecting and providing all necessary information and taking photos before/after the activity.
- Classifying all files and documents based on the work plan project management tool.

Project Manager.

- Partners Field Officers
- Quality Department
- Logistics & Administrative Assistant
DUTY STATION:
This position is based in PUI Field Office in Nablus with at least 70% of the working time spent on the field including mainly North and Center West Bank mainly in the targeted two governorates of Qalqiliya and Salfit

REQUIRED KNOWLEDGE AND SKILLS:
- Bachelor degree preferably in Agriculture studies, Agronomist, or related field .
- Minimum of 4 years of relevant working experience in related fields Project
- NGOs experience is preferred.
- Valid and clean driving license.
REQUIRED PERSONAL CHARECTERSTICS:
- Very good knowledge of North West Bank villages and ability of movement in the field.
- Fluency in written and spoken Arabic and English
- Professionalism, presentation, communication and networking skills.
- Ability to work independently while taking initiatives and showing a sense of responsibility
- Ability to work under pressure.
- Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies
- Ability to write reports and follow-up execution of projects’ activities.
- Ability to meet deadlines.

- Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet
