Background:

Local Aid Coordination Secretariat (LACS) supports the work of the local aid coordination structure in Palestine that was set up in 2005, following a decision made at the meeting of the Ad Hoc Liaison Committee in London. The local aid coordination structure in Palestine provides coherent technical assistance and financial support based on the Palestinian Authority (PA) national priorities and in line with the OECD-DAC Paris Declaration on Aid Effectiveness of 2005.

Guided by LACS Co-Chairs (the Prime Minister’s Office -PMO, Norway, UNSCO and World Bank), LACS ensures that the various local aid coordination structure and fora work together. LACS facilitates and provides technical support to the aid coordination structure, and related Sector Working Groups (WGs). It promotes transparency and synergy by serving as an information hub. For these purposes, it maintains the web portals for aid structure and LACS issues Daily Updates and a bi-weekly Newsletter.

The Secretariat currently has two Aid Coordination Officers. LACS and its six staff are sponsored/funded by Norway, World Bank, UNSCO, and the Netherlands. UNDP is contracted by Norwegian Representative Office (NRO) to provide administrative services to LACS.

Late 2015, LACS Co-Chairs undertook a study to review the local aid coordination system in Palestine. It was agreed to gradually introduce several reforms from the beginning of September 2017, and continue until March 2018. In relation to LACS, it was decided that LACS will continue to provide necessary services to ensure that the local aid coordination system functions well. This includes, but is not limited to, calling and hosting meetings of the Working Groups, Donor Advisory Group/Heads of Corporation (DAG HoCs) and Open Development Forum upon request of the groups’ chair and deputy chairs; sharing information with all stakeholders as needed; writing and distributing minutes of meetings; assisting the chairs of WGs in production of work plans and reports.

UNDP/PAPP- is seeking a candidate to fill the position of Aid Coordination Officer under the overall guidance and the direct supervision of the Head of LACS.  As this position is related to LACS in Palestine with an expected duration of July 2017-June 2020, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

Description of Responsibilities:

Functions:

Act as the Secretariat for SWGs and other informal coordination forums established in the sectors as per the Palestinian National Agenda (PNA) and as assigned by Head of LACS:

§  In consultation with the chair and deputy chair of the SWG, prepare, organize and follow up on SWG meetings, reporting on meetings and any other relevant meetings as deemed necessary. This task includes the preparation of invitations, relevant documentation and necessary follow-up on SWG decisions;
§  Ensure the timely dissemination of relevant background documents;
§  Draft minutes of SWG meetings and finalize them securing input from chair, deputy chair and technical advisor of the SWG and other relevant participants;
§  Assist PA counterparts in preparing inputs for meetings, (e.g. presentations, briefings, talking points, etc.) producing summaries of meetings in Arabic if requested;
§  Assist the SWGs in producing reports to the Donor Advisory Group (DAG)
§  Assist the chair and deputy chair in drafting Terms of Reference and workplans for the SWG,
§  Assist LACS in mainstreaming of crossing cutting issues, including but not limited to, gender, human rights, youth, etc.
§  Support the work of the thematic groups as identified by LACS HoO and Co-chairs
§  Advise the SWG in identifying best practices for the sector and aid effectiveness principles in accordance with the Paris Declaration on Aid Effectiveness, Accra Agenda for Action and the PA Aid Effectiveness Plan;
§  Establish and manage a depository of documents relating to the work of SWGs including the LACS database and website; periodically review coordination and sector-related documents and update as required;
§  Liaise with relevant SWG counterparts, chair and deputy chair of the SWG, LACS Secretariat staff to ensure coherence/clarity of SWG work within the overall aid coordination effort and PA planning priorities;
§  Work, as appropriate, with the chair, deputy chair and technical advisor of the related SWGs and Head of LACS to:

o   Identify possible areas of common or coordinated intervention;

o   Gather sectoral information on PA needs and achievements and donor funding / shortfalls;

Expected Results: Coordination meetings aligned and harmonized donor support to the PA National Policy Agenda priorities and sector strategies; LACS provided support to national partners to enhance national leadership of development assistance coordination; Development partners are more aware of how to mainstream ‘gender’ and integrate ‘human rights’ issues.

Function:

·     Contribute as requested to the regular functions of the Donor Advisory Group (DAG), including the preparation of meetings, invitations/agenda, minutes of meetings, relevant documents and dissemination, follow-up LACS Co-chairs decisions;

Expected Results: National ownership of aid coordination by the Aid Management and Coordination Directorate at PMO/MoFP is strengthened.

Functions:

·     In close consultation with the chair and deputy chair of the SWGs and the Head of LACS produce updates on progress in the implementation of workplans, Sector Action Plans and Sector Strategies as required and in accordance with the Terms of Reference for the work of the SWGs
·     Provide secretariat services to committees, ad hoc task forces and groups as required;
·     Provide information to donors and other relevant parties on donor coordination structures and issues as required;
·     Contributes to the preparation of LACS mid-year and annual reports to reflect the activities of the SWGs;
·     Assist the Head of LACS in producing regular updates, newsletters, reports, papers, evaluations and analysis as required;
·     Assist in the development of the LACS Web Portal and in any other tasks.

Expected Results: Information on behalf of all LACS members have been disseminated and the availability and accessibility the LACS webpage has been secured.

Function:

  • Perform tasks as requested by Head of LACS and chair and deputy chair of SWGs

Expected Results: Effective structure, management and administrative systems of LACS.

Qualifications :

Advance university degree in international affairs, international developments, Economics, Political Sciences or any related field.
At least 5 years of experience in development issues, programme development international aid coordination or other relevant area.
Fluent English with excellent drafting abilities; Arabic is preferred.
