The Role
The purpose of the AIDA Humanitarian Deputy Coordinator is to support coordination among NGOs operating in Gaza, support information sharing and dissemination, ensure adequate NGO representation in the coordination mechanisms in Gaza and at the national-level via AIDA. The Deputy Coordinator will work closely with the Gaza Coordinator on the mandate laid out above, giving specific support in the Gaza context regarding networking amongst the NGOs, UN, and other critical actors. The DC Gaza will support the Coordinator in navigating the local landscape of critical relationships, bringing ADIA closer into the strategic conversations that need to happen at the field level. In particular the DC Coordinator will seek to reestablish the linkages between local NGOs and INGOs in Gaza either directly with significant operational NNGOs and/or with the PNGO platform. The DC will also work a host of national counterparts from AIDA membership to help establish more viable chains of communications and information sharing. Presence in coordination hubs like the JHOC will be essential for maintaining working communication flows, as well as being a focal point for information gathering at critical junctures around aid access, HNS, and the rotation of staff (coordination with the ASU). S/he reports directly to the Gaza Coordinator to ensure that communication and efforts undertaken by AIDA at higher levels (Jerusalem, Amman, Cairo, EU Capitals, DC) is responsive to operational realities and in line with the overall positions of INGOs vis-a-vis humanitarian action in Gaza. S/he also supports the NGOs delivering humanitarian assistance in having agreed upon ways of working in Gaza and collective outputs in order to sustain a principled and effective collective action. The Gaza DC upholds the Humanitarian Principles in Gaza and the endeavors for the preservation and protection of humanitarian space.

What we are looking for
 
We are looking for someone who has:
ESSENTIAL
 
Generic professional competencies for this position :
  • Minimum 3 years’ experience in a management position in a humanitarian/ recovery context .
  • Experience from working in complex and volatile contexts .
  • Experience as a head of mission/country director and/or coordinator of NGO forum .
  • In-depth knowledge of the humanitarian architecture and its systems.
  • Knowledge of principles of coordination and principles of advocacy .
  • Fluency in Arabic and English, both written and verbal.
 
Context/Specific skills, knowledge and experience:
  • Knowledge of the context in Middle East is appreciated
  • Knowledge of Arabic is appreciated
  • Experience leading and developing tools and resources to support NGO Networks – national, joint and/or international
  • Proven ability to work autonomously under pressure and be flexible, including ability to cope with deadline, multiple tasks, and competing and changing demands

  • Information management or data entry experience preferred;

What we offer
 
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Basic salary starts as 151,796 ILS gross per annum, for a 40-hour contract. Salary offered will be subject to funding available and competences.
