Description of the assignment:
War Child is an independent and impartial international non-governmental child rights organization investing in a peaceful future for children and young people affected by armed conflict. With a focus on child protection, mental health, and psychosocial support, we strive to empower children and young people while enabling adults to bring about positive and lasting change in the lives of conflict-affected children and young people. War Child has been working in the oPt since 2006 and has offices in Jerusalem, Hebron, Nablus, and Gaza.
War Child, in close coordination with the Protection Cluster and the Child Protection Area of Responsibility (CP AoR) and in consultation with national partners and sub-working groups in country, is planning to conduct a multi-sectorial assessment to understand the challenges, needs, and priorities related to Child Protection (CP), Mental Health and Psychological Support Services (MHPSS), Gender Based Violence (GBV), and Education. The assessment will cover all oPt areas of the West Bank, including East Jerusalem and the Gaza Strip. The assessment will utilize the recent secondary assessments conducted by different stakeholders and will collect primary qualitative and qualitative data through questionnaires, focus groups, interviews, etc.
War Child team will work closely with the Protection Cluster, CP AoR, and relevant clusters and sub-working groups to get their advice on proposed research methodologies and assessment tools, in addition, to support in reviewing the draft assessment reports and sharing the final assessment findings and recommendations through the different coordination platforms with different actors in the different sectors.
Consultancy Deliverables:
- Desk review for secondary data sources and existing studies/assessments that we can build on.
- Proposed development of the research plan, methodologies and tools.
- Recruit and manage field data collectors and researchers to support the collection of the primary data.
- Follows up the implementation of the data collection plans for the quantitative tools and supports data collection of primary qualitative tools; through FGD (Focus Groups Discussions) and KIIs with relevant stakeholders.
- Compile/ manage data records and perform data cleaning and analysis.
- Conduct data triangulation and disaggregate the results using psychosocial factors, including age group, location, disability, etc.
- Lead drafting of the assessment document/s and defining the programmatic needs, priorities and recommendations for future interventions.
- Finalize the report/s using the feedback provided.
- Design the assessment’s findings dissemination plan and create a presentation with key findings and recommendations.

- Relevant academic background (e.g.: development, statistics, demography, social science).
- Demonstration of strong research or assessments and/or MEAL skills with a minimum of 10 years of professional work experience.
- Proven work experience in conducting assessments related to Child Protection, MHPSS, Education, and GBV.
- Excellent writing skills and data analysis experience.
- Result-oriented, critical thinking, and strong analytical skills.
- Strong communication skills (speaking and writing) in Arabic and English languages
- Good problem-solving skills.
- Demonstrated experience in recruiting field researchers and managing their performance.

Having team members with relevant experience in MHPSS, protection, and/or education is preferred.
- Work samples: Three work samples of relevant work assignments where they have been leading or co-leading the process.
- Financial offer: Fixed daily rate in Euro (excluding VAT), including all anticipated costs; taxes, travel, accommodation, transportation, insurance, etc.
