Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID that aims to strengthen the Palestinian civil society, by increasing Palestinian civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout the West Bank and Gaza.

CRS is seeking highly qualified candidates for the following position:

Position Title: Assistant Grants and Compliance Officer,
Reports to: Senior Compliance Manager
Locations: Ramallah

Job Summary:
The Assistant Grants and Compliance Officer (AGCO) will assist the Senior Grants & Compliance Manger (SGCM) in focus on the compliance specific to USAID rules and regulation; this includes preparing Partner Information Forms, managing the vetting processes, and preparing contracts based on templates. S/he will also work with the SGCM to prepare and submit monthly USAID Sub-Award Reports. Additionally, the AGCO will raise the partner’s awareness on the various areas of USAID policies and procedures compliance requirement; The AGCO will also be responsible for updating the Geo-MIS and TraiNet data system as required.

Tasks:
-In collaboration with SGCM, the AGCO is responsible for developing, initiates, maintains and revises policies and procedures for the general implementation of projects and related activities;
-Assist in collecting partners’ information, develop grant agreements with Sub-recipients and other identified grant recipients;
-Assist the SGCM to ensure that grant recipients comply with the terms and conditions of the grant agreements;
-Assist in Monitoring projects, reviewing projects’ budgets, and ensuring that compliance to USAID and CRS formats and requirements (activities, results and financial requirements);
-Ensure accuracy of all contracts information, including annexure, is accurate prior to signing;
-Assist and advise SGCM in preparing grants and contracts;
-Assist in Maintaining a database/records of all Project agreements and grants documents, including copies of applications, contracts, pertinent correspondence and ensure that contractual information is archived fully and in a proper manner;
-Maintain and manage grant calendars for all sub-recipients and implementing partners for reporting timeframes and transfer schedules, and provide timely reminders for supervisor regarding due dates for reporting;
-Provide consistent and accurate data on grant/contract activities for Info database entry;
-Assist in Conducting pre-award surveys and reviewing partners files and related documents;
-Assist and participate in grant-monitoring activities;
-Assist in ensuring effective information dissemination on the projects activities;
-Performs other duties as assigned.

Position Requirements and Qualifications:
-University degree in a respective field such as Accounting, Finance, Financial Management; significant work experience in a directly related field will be considered in lieu of a graduate degree
-At least three years experience in procurement, contracting and audit or other closely related work
experience with USAID regulations including, but not limited to USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and Mission Order 21compliance issues
-Strong computer skills, particularly Excel, Word and Access.
-Fluency in written and spoken English; excellent written and oral communication skills.
