Caritas Jerusalem is seeking highly qualified candidates for the following position:
Position Title: Assistant Head of Department/Civil engineer
Contract Period: 12 months contract, with possibility of extension(s)
Location: Jerusalem & Ramallah
Starting date: July 1 , 2016
Main Objective
The Food Security, Livelihoods and Development “FSL&D” assistant head of department will be responsible for coordinating, consolidating, and ensuring smooth implementation of “FSL&D” activities, as well as ensuring adherence to Caritas Jerusalem and donor guidelines and standards. The assistant will be reports to the FSL&D head of department.
The FSL&D department is in charge of the development programs and its projects of local economic development of families, communities, and local government units. In addition to infrastructure, house rehabilitations for vulnerable families, job creation, and implementing capacity development programs in various areas of West Bank, East Jerusalem and Gaza Strip.
Responsibilities
-Assist in coordinating all phases of FSL&D projects “initiation, planning, execution, monitoring and evaluation, and closure”.
-Participate in field visits, meetings, project activities regular follow up and assessments of new and existing projects.
-Participate in drafting letters, term of references, minutes of meetings and timely written reports on project activities against the stated project objectives and indicators required by the partner and donor.
-Assist the head of department in the drafting and issuance of project proposals, RFP’s, tenders, budgets, cash flows and preliminary schedules
-Issue Contracts, Letters of Intent, Purchase Orders, etc.
-Track the progress and quality of work being performed.
-Assist the department for drafting project proposals and concept papers in accordance with donor standards and guidelines.
-Conduct other activities as requested by the head of department.
Skills and Educational Requirements
-Bachelor degree in civil engineer.
-At least one to three years of experience in project management.
-Experience in an NGO and management role is considered plus.
-Proven ability to work effectively both independently and in a team based environment.
-Excellent computer skills including knowledge in MS project Word, Excel, Power Point, Internet and Email programs.
-Effective Communication skills including verbal, written and presentation skills.
-Excellent Arabic and English skills speaking, reading and writing.
-Demonstrates good time management skills.
-Driving license is a must.
