Ministry of National Economy (MoNE) in partnership with the Palestine Trade Centre (PalTrade) are launching the “Trade in Services TiS” project, funded by the European Union (EU). It aims at supporting and strengthening services sector within the Palestinian economy, and promoting export development and competitiveness in global markets.

The specific objectives of the project are:

At sector level:
-Improved export performance and competitiveness of the Palestinian service sector;
-Strengthen public-private sector dialogue and develop a framework for TIS;
-Increase the share of the service sector in the GDP; and
-Enhance the private sector understanding of the potential of the impact and benefits of trade in services agreements.
At national level
-build the capacities of a team of public sector negotiators in trade in services and prepare them to engage in market-driven negotiations; and
-Enhance the capacity of Palestinian officials to define adequate policies regarding trade in services.

Within this project, PalTrade is seeking candidates with immediate availability for the following full time positions for duration up to 26 months.
 
 
Assistant Navigator
Location: Ministry of National Economy - Ramallah.Duration: 13 Months
 
Duties and Responsibilities:

Draft the design the of the National Export strategy and follow up the formulation process for the delivery of the final product – a relevant, realistic, written export strategy for Palestine.
Apply the NES methodology and maintain a clear line of communication with MoNE, PalTrade, EU, and ITC throughout the process;
Liaise with all of the relevant stakeholders, and obtain the engagement of public sector, private sector and civil society representatives;
Setting up of the stakeholders in consultation with PalTrade/ MoNE, and the European Union Representative Office;

Participate effectively in :
Development of the inception phase and setting up a detailed framework for implementation;
Preparing the Inception Report.
Setting terms of references for required experts;
Nominating potential experts to undertake specific tasks;
Overlooking the implementation and quality control of the project and all Technical assistance that accompany the initiative.
Assigning performance indicators for monitoring and evaluation;
Reviewing position papers and studies and ensure its full compliance with the TORs and projects requirements;
Closely monitor the following activities:
logistical requirements of the stakeholders’ consultations;
consultations of the stakeholders in a substantive and focused manner;
Organization of the tasks to be carried out by the stakeholders;
setting up of local researchers team for priority sectors and cross-sector strategies in full coordination with NES Specialist (Component Leader);
The work in progress and timely provision of outputs (the Response Paper, Sectoral and Cross-Sectoral Strategies, the NES document and associated Plan of Action, and the Management Framework);
Preparing the visibility plan, follow up to ensure full compliance with the communication and visibility requirements as per the manual for EU External Actions laid down and published by the European Commission.

Minimum Qualifications:
-Masters degree in Economics, Business Administration, Law, International Relations or the equivalent.
-At least seven years experience in the area of trade and economic policy formulation
-Set up and creation of economic development strategies
-work experience in policy and strategy formulation
-working experience in the analysis of export markets.
-Wide network relations within Palestine and other neighboring Arab countries
-Strong analytical, communication and interpersonal skills
-Capacity to undertake necessary field surveys, process information, analyze data, and prepare reports.
-Good negotiation skills and should be able to undertake extensive fieldwork and liaise with government, nongovernment, and private sector agencies
-Proven track record in research in Palestinian trade and export development policies, and in-depth knowledge of strategic planning.
-Good knowledge of Palestinian national strategies and plans.
-Experience of similar international assignments is highly preferable.
-Developed knowledge of Palestinian laws and regulations
-Developed knowledge of Palestinian public and private sectors needs and requirements.
-Good team player, ability to work under pressure and deliver work under strict timeframes.
-Excellent English and Arabic language
-Skilled user of MS Office (Word, Excel, and PowerPoint) and SPSS is a plus.
