Action Against Hunger is recruiting for its Gaza office a
Base Administrator
For a period of 12 months
The Candidate will:
-Supervise monthly accountancy and invoices prepared by the base Administrative assistant.
-Check cash/bank books for Gaza office along with the base Administrative Assistant.
-Manage rent contracts and running costs for the office.
-Supervise and control bank movements versus bank statements.
-Check the filing of the monthly accountancy.
-Supervise cash counts and internal audits.
-Check and accept or reject expense receipts.
-Check and audit partners’ financial reports.
-Supervise and control the treasury of the base and follow up all related transactions.
-Check the treasury forecast based on project and office needs and send it to the Administrative Coordinator.
-Manage payment for external services.
-Manage and follow-up of advances for logistics department as per Action Against Hunger treasury policy.
-Ensure that costs allocated to projects are considered eligible for the donor.
-Ensure that donor`s guidelines and procedures are followed and respected throughout the whole implementation period of each project.
-Prepare budget follow-up and budget analysis.
-Participate in proposal’s design by elaborating budgets and validating new proposal budgets generated at base level.
-Prepare no cost extensions and cost extensions for projects when needed.
-Ensure a preliminary audit, before a donor contract will be audited.
-Prepare financial reports (intermediate and final) as per donor`s requirements.
-Follow-up national staff briefing schedule and orientation in Gaza base.
-Prepare and follow-up local staff employment contracts and Job Descriptions.
-Follow-up recruitment process in Gaza base.
-Follow-up on national staff annual evaluations at Gaza base.
-Prepare Gaza staff payrolls and pay timely monthly salaries under the supervision of the Human Resources (HR) Manager in Jerusalem.
-Distribute monthly salary slips prepared by the tax advisor to Gaza staff.
-Manage salary advances and health insurance.
-Prepare Gaza staff training plan and submit to HR Manager in Jerusalem on a monthly basis.
-Supervise the Gaza based Administrative Assistant and Cook/Cleaner.
-Respond to inquiries of internal and/or external auditors.
-Participate in writing and validating the donor interim and final financial at base level.
-Write internal monthly administrative and HR reports.
Profile of the Candidate:
-University degree in Economic, Business Administration or any related field.
-Solid experience in financing, administration and management in INGO. Knowledge of SAGA accounting program is a plus.
-Minimum 4 years in similar job or responsibilities preferable within INGO.
-Capacity to apply organizational rules and procedures.
-Capacity to treating information confidentially.
-Excellent organizational and interpersonal skills.
-Flexibility and ability to work under pressure.
-Motivation and commitment to humanitarian work.
-Ability to work in a team context.
-Fluency in reading, writing and speaking Arabic and English.
-Fully proficient in Excel, PowerPoint and Word.
