Base Manager - Middle Area

OBJECTIVE OF THE POSITION:
Based in Middle Area an under the management of HI Gaza Area Manager, the Middle Area Base Manager will ensure that HI operation in its area of intervention is done according to HI operational standards. The Base Manager will directly report to the Area Manager and will ensure the proper coordination between the different department (operations and support). The base Manager will not have hierarchical or management link with the other member of the base in the Middle Area
The Base Manager will as well attend external coordination meeting and liaise with local authority.
The Base Manager remains accountable for HI activities in its area of intervention.
Responsibilities:
Mission 1. Representation and coordination
1.1. Attend coordination meetings that takes place in the area of intervention
1.2. Cultivate good relation with other NGO, INGO and UN agencies
1.3. Maintain a context awareness of actors operating in the area of intervention
Mission 2. Liaison access and security
2.1. The base Manager remain the main focal points for the contacts with authorities at base of responsibility
2.2. Ensure that all team members follow proper communication channel with local authorities and represent HI respecting humanitarian principles
2.3. Immediately report any incident to the Area Manager
2.4. In close collaboration with HI HAS team, ensure the safety and security of HI teams and assets.
2.5. Report to HAS team and Area Manager all potential threat to the HI employees or HI as an organization
2.6. Support HAS team in contest and security analysis
Mission 3. Internal Coordination and Programming
3.1. The base manager should maintain a good understanding of HI activities
3.2. The base manager should maintain a strong awareness of the humanitarian situation and priorities and ensure that HI response is in line with humanitarian context
3.3. Animate the daily working interactions between project managers and support teams (technical and
3.4. shared services, functional link), in order to facilitate project implementation in the country
3.5. Ensure that the coordination between support services and program is smooth
3.6. Organise and lead internal base meeting with the different senior management team, relay information from Area Manager to the team in the Middle Area
3.7. Support project teams during assessment and reporting
3.8. Support Senior management in context analysis
3.9. Support in the planning of necessary resources, recruit the project managers (ensure the fit between competencies and the projects’ challenges and ambitions).

4.1. contribute to the professional development, autonomy and well-being at work of the team at base: in link with the corresponding professional channels
4.2. Acknowledge individual and collective efforts and performance
4.3. Ensure that the teams act according to humanitarian principles and value
4.4. Report any breach in behavior to Area Manager
Mission 5: Security
With both operational opportunities and risks in mind, contribute to the monitoring and analysis, and propose mitigation measures when relevant
5.1 Follow the security management of the Base under responsibility.
5.2 In link with the Area Manager and the Access and Security Officer, implement analysis and monitoring of risks & opportunities related to HI presence and activities;
Mission 6. Reporting and monitoring
6.1 Report weekly activities to Area Manager
6.2 Support senior management in writing internal report or donor report
6.3 Participate to regular project reviews with project managers and the Regional TUM, MEAL unit and support services.
6.4 Take part in the programme steering committee led by his/her line manager where required

Essential
- High school diploma or equivalent; college degree preferred;
- Or any relevant certificate.
- Minimum 3 Year experience working for an NGO;
- Good understanding of NGO principles and procedures;
- Good written and verbal communication skills;
- Proven Experience in public relations, liaison, safety and security;
- Representational and diplomatic skills;
- Excellent problem solving skills;
- Ability to travel in the operational area;
- Good computer skills (Office, Social Media, Google Maps);
- Good multi-tasking skills.
- Excellent communication and writing capacities in English;
- Proficient: Microsoft Word, Excel, PowerPoint, Use of GIS such as google map and google earth
- Knowing how to simplify and prioritise.
- Excellent communication skills and diplomacy;
- Ability to follow instructions and to be a member of a team;
- Flexibility;
- Strong attention to detail;
- Good organizational skills;
- Practical, dynamic and solution oriented;
- Open to cultural differences.
Preferred Qualifications:
- Good capacity to withstand pressure and manage stress; Emotional maturity.
- Being capable of helping team members to plan and review the drafted plans.
