Supporting Startup and Improving Survival Rate of Micro, Small and Medium - Sized Enterprises in the Occupied Palestinian Territory

The PA has received financing from the Government of the Kingdom of Belgium toward the cost of
the Study, Consultancy and Expertise Fund, and intends to apply part of the proceeds for consultant
services. The services include working closely with the relevant PA Ministry/ies to further flesh out
and finalize a fully developed project identification file which includes (a project proposal document,
detailed costing and staffing of the project, action plan attached with project log-frame, and project
indicators) for “Supporting Start-up and Improving Survival Rate of Micro, Small and Medium-Sized
Enterprises in the Occupied Palestinian Territory”, aligned with the development priorities of the
PA and Belgium development strategy in the OPT for the next four years (Indicative Cooperation
Programme 2011-2015).

The assignment will include providing an overview and analysis of the current needs and support by
the Government to private sector in Palestine, especially for MSMEs, analysis of the rationale and
relevance of this project proposal, mapping and analysis of the current interventions in the area of
“support to private sector” in Palestine, particularly in policy concerning MSMEs, and further fleshing
out the present project proposal into a complete identification file. The assignment is expected to start in November 2012.

The Ministry of National Economy invites eligible individual consultants to indicate their interest in
providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are solely based on experience and qualifications.
Firms may propose individual consultants;
only the qualifications and experience of the individuals shall be used in the selection process, the corporate experience of the firm shall not be taken into account and contract will be signed with the proposed individual.
A consultant will be selected in accordance with the procedures set out in the World Bank’s
