Business Development Specialist
Global Communities-West Bank/Gaza


Location of Post: West Bank with Ability and Willingness to Travel to Gaza
Reporting to: Global Communities WBG Country Director

Level of Effort: 100%, 12 month period with possibility for extension
Expected Start Date: 1 April 2017
Background
Global Communities (formerly known as CHF International) has been working in the West Bank and Gaza (WBG) since 1994 on a number of humanitarian and development programs. Global Communities continues to explore, prepare and position for upcoming and potential development and humanitarian response opportunities for WBG. We are looking for a Business Development Specialist with in depth knowledge of the development and humanitarian context of WBG, strong information gathering, assessments, program concept and proposals’ development and writing skills. The BD Specialist will be based at our Country Office in Al-Bireh-WB, report to our WBG Country Director and fully coordinate with the Development Services and Strategic Partnerships teams at the Home Office.

Responsibilities

-Support the Country Director and Global Communities’ Development Services and Strategic Partnerships teams’ efforts in identifying potential funding opportunities from several donors including Bilateral and Multilateral Development Agencies, Regional and Global Funds, Foundations and the Local Private Sector, such as UKAID, USG, the EU and ECHO, the Arab and Islamic Funds, UN Agencies,  Private Foundations etc. maintaining the organization well informed of all relevant developments of donor’s funding plans and areas of focus;
-Identify and gather information on existing programming in all sectors where Global Communities can be responsive, effective, creative and competitive based on our local and global experiences;
-Support the CD in preparing for planning and information sharing meetings with USG and non-USG funders, to provide insights on the situation in WBG and advise on appropriate response scenarios/programming including preparing white papers and outreach material; 
-Gather information from national entities, donors, implementing agencies, specialists, and research institutions on specific thematic areas we intend to respond to needs in;
-Identify pertinent stakeholders and key informants including international and local NGOs, local authorities, and public institutions for potential projects to identify possible partners. Maintain such knowledge and network through keeping Global Communities represented and active in relevant networks, groups and clusters active in WBG as guided by the CD;
-Gather , share and/or produce assessment reports, including:
 -An overview of the development and humanitarian context in WBG;
 -Preliminary analysis of key needs, resources, opportunities and constraints in selected thematic areas;
 -Identify the likely procurement schedule, geographic scope, objectives and client priorities for the solicitation or concept development;
 -Provide an assessment of the competitive landscape and teaming options for the solicitation and or unsolicited concept;
 -Preliminary program design ideas and win themes for a proposal responding to the solicitation and or unsolicited concept development;
 -recommend strategies and approaches for the anticipated opportunities and/or unsolicited concept;
-If any donor is likely to release relevant solicitations for which Global Communities would be competitive, identify and meet with pertinent stakeholders in those sectors;
-Produce a monthly report (could be made once every two months depending on the developments) capturing results of all tasks undertaken above to share with CD and the Home Office:
 Key interests, strategies, opportunities and needs of selected donors;
 Upcoming procurements’ schedule;
 Assessment of the competitive landscape and teaming options for any upcoming solicitations;
 Updates of the donor landscape—priorities, strategies, funding, sectors—highlighting upcoming solicitations, potential opportunities for Global Communities and recommendations for further exploration;
 Recommendations for follow-up that would position Global Communities;
 Meeting notes and contact information for those met
 Concept notes, proposals’ drafts and outreach material prepared;

Qualifications:

-Master’s degree in international development or related field;
-1-2 years of professional experience in international development programming;
-Prior experience in business development activities, including intelligence gathering, conducting field assessments, program design and proposal development preferred;
-Ability to work independently and meet tight deadlines;
-Strong writing skills and fluency in English are a must; basic proficiency in Arabic is welcomed;
