Scope of the Role
Under the supervision of the Senior Buyer Jerusalem, the Buyer supports the procurement process in ILOT in accordance with ICRC rules and regulations. The Buyer conducts research into the availability of goods and services, independently carries out ordinary procurement for specific sector(s) up to a limited amount.
The Buyer will
- Update and maintain knowledge about the main suppliers and check the market for potential new ones.
- Complete the suppliers file by conducting the needed supplier assessment and collecting all financial and registration documents according to the logistics guidelines.
- Advise the requesters on quality, prices and market availability based on the needs and demands.
- Obtain price offers, draft and launch request for quotations / tenders, draft selection tables for price, quality and delivery analyses,
- Drafting Purchase Orders (POs) / contracts / frame agreements for the given items and requests from various departments / clients.
- Responsible for the follow up process until goods/services are delivered by the supplier as requested.
- Ensures that purchase files are maintained, auditable and in good order.
- Completing Audits filing using Paper-Less Profile system respecting its timelines and regulations.

Education and professional experience
- University degree in relevant field or Diploma in purchasing/procurement/supply chain
- Specialized Certified Supply Chain Professional Certificate and/or Supply Professional Logistician would be an asset.
- Confirmed technical skills in procurement.
- Computer proficiency and good command in Microsoft Office and ERP software.
- Arabic Native and very good command of English and Hebrew
Desired profile and technical skills
- Good knowledge of the Palestinian and Israeli markets
- At least 4 to 5 years' experience in a similar position
- Good knowledge of and experience with financial rules, procurement procedures and supplier management
- High degree of initiative and organization, ability to work with limited supervision as well as strong priority-setting skills.
- Proven capacity to work in a stressful environment and follow tight deadlines.
- Ability to adhere to the organizations work ethics and code of conduct.
- Strong negotiation, relationship management, communication, risk management, strategic sourcing, high level of attention to detail, contract management, financial skills, and team player.
- Valid Israeli driving license
