Brief Program Title : : Strengthening of Civil Society in Palestine
Period of assignment 01.07.2016 – 31.01.2019
Program description and results : The Civil Society Program (CSP) is designed to improve the capacity of Civil ‘Society Organizations in the Occupied Palestinian Territories. To achieve its objective, the program provides technical advice and support to NGOs and CBOs that focus on advocating the rights and interests of women, youth and people with special need. The main geographic intervention areas of the CSP are in East-Jerusalem, Gaza Strip and marginalized areas of West Bank.
The overall outcome is: Selected Palestinian civil society partner organizations fulfill their mandate with increased effectiveness.
Indicator1: 70% of interviewed decision makers who represent governmental structures or private sector, rate the fulfillment of the mandate positively on a 5-point scale.
Indicator 2: 6 of 10 partner organizations, have implemented 80% of the activities developed through the organizational development plan.
Indicator 3: 6 out of 9 partner organizations have implemented 80% of the activities of a gender-sensitive advocacy strategy that claims rights for the marginalized communities.
The program works to achieve the following results:
Advocacy
Advocacy capacities of selected Civil Society partner organizations have improved
-Strategy outlining advocacy objectives and measures on a timeline, available at 6 out of 9 partner organizations.
-Partner organizations have produced 15 publications that highlights concern of their target groups
Management Capacities
The management competencies of selected civil society partner organizations have improved
-70% of participants of management trainings (50% women) apply learned contents.
-5 of 5 partner organizations apply a results-based monitoring, data from which is used to manage projects and programs.
-80% of trainings include participants both from Gaza Strip and from the West Bank (50% of participants are women)
Improving Network Capacities
The capacities of selected CS networks have improved
-An action plan is available in 5 out of 5 partner organizations, that specifies networks’ objectives and measures for coordination on a timeline
-The percentage of organizations, that implemented coordination measures, based on the action plan, increases by 50%
Service Packages
Based of the above- mentioned program’s results, the service packages are:
-Facilitating and drafting strategies for NGOs and networks in Arabic and English.
-Facilitating and drafting advocacy strategies for NGOs and networks.
-Delivering training on advocacy for NGO and network staff and management in Arabic and English.
-Delivering training on Monitoring and Evaluation and Results Based Monitoring in Arabic and English.
-Facilitating and drafting communication strategies for NGOs and networks in Arabic and English.
-Training in PR and communication for NGO and network staff.
-Delivering training and coaching in leadership for NGOs and networks.
-Training on human resource management for NGOs and networks in Arabic and English.
-Training Needs Assessments for NGO staff (please specify in what technical area you can conduct TNA) in Arabic and English.
-Drafting administrative, procurement and HR manuals and training on these manuals in Arabic and English.
- Training for NGOs and networks in accounting for non-accountants in Arabic and English.
-Drafting M&E manuals for NGOs and networks.
-Training on M&E manuals in Arabic and English.
-Training for NGOs and networks in International Law, Children Rights, Youth Rights.
-Development of fundraising strategies for NGOs and networks in Arabic and English.
-Training in fundraising for NGOs and networks in Arabic and English.
Service packages can be offered completely or in part.
Personnel: Specification of inputs and necessary qualifications
-The program is looking for a consulting firm, or individuals who are capable and willing to undertake the service package described above in all aspects to ensure the successful delivery of the Civil Society Program objectives.
-The consultants or other training Institutes will also be required to run the trainings. Trainings might be organised for the Civil Society Program team members consisting of 5 internationals and 5 nationals. Also, trainings might be organised for Civil Society Program’s partner organizations. The actual design of the short term missions and the trainings and the exact number of trainings will be provided in separate terms of reference.

Eligible consultants are invited to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) and the cost per service package.
