Terms of Reference
(Provision of Mentoring, Coaching and Training Services Workshops for Incubated Startups)
Palestine Information and Communications Technology Incubator (PICTI), is an independent Palestinian organization based in Ramallah with a branch in Gaza. PICTI has been created through the initiative and support of the Palestinian Information Technology Community. PICTI’s mission is to support the Palestinian entrepreneurs in developing their innovative business ideas and establishing their own successful startup companies toward revitalization and sustainable growth of the ICT sector in Palestine.
Project Background
PICTI and Oxfam are implementing the ”Economic Recovery in the Gaza Strip” project funded by DANIDA which aims at improving the capacities of youth, and ICT businesses and support their access to affordable business services, fairer business opportunities and reliable markets.
The objective of the project is to support the establishment of 10 start-up businesses in 2012 and 2013.
This part of the project aims at providing the incubates with mentoring and coaching services by a team of experts in order to improve the entrepreneurs’ performances in different business aspects i.e.:
-Sales and Marketing
-Financial, Administrative and HR Management
-Strategic Development and Planning considering the following aspects:
Sales and Marketing:
-Defining the role of the marketing plans and aspects.
-Defining market research, methods of gathering information, characteristics of buyers, customers’ analysis, competitors’ analysis …etc.
-Development of marketing strategies, marketing structures, sales policies, pricing policies, risk management, communication policies, company image, formulating marketing budget, formulating action plan, …etc.
Financial, Administrative and HR Management:
-Introducing: Costing and Pricing, Basic Accounting, Effective Selling, Management Accounting, Budgeting, …etc.
-Introducing: General Company Management, Vision and Strategic Aims, Service Delivery Objectives, Leadership and Management, Action Plans, …etc,
-Range of elements, skills, knowledge and experience required by staff to enable delivery of the anticipated products and services.
-Establishing and maintaining communications and dialogues with outside stakeholders (clients/owners/government bodies/…) as well as within the company.
Strategic Development and Planning
-Support Systems for Entrepreneurial Growth and Sustainability as well as Setting Strategic Development & Investment Plans.
Outputs / Generated Professional Documents:
1-Marketing Plans (Inputs provided from marketing research through but not limited to marketing mix and market segmentation)
2-Improved Business Model
3-Improved Business Plan
4-Company regulations and Bylaws
5-Startup Business Vision, Mission, Objectives, Services
6-Weekly Progress Reports
Mentoring/ Training Scope of Work:
I-Mentoring
-Each Mentor will be responsible for mentoring two incubates maximum.
-Each mentee will receive 10 mentoring hours over 5 weeks. (Total: 10 hrs/ 5 weeks).
-The mentor will provide a one off (2 hrs/Week) meeting for each mentee to discuss specific topics of which improves the quality and performance of startup businesses considering:
-Preparing in advance for the mentoring session
-Reviewing, improving and validating the business plans, business models and action plans of incubated startups.
-Discussing topics in questions and supporting brainstorming or reviewing ideas as well as providing useful contacts.
II-Specialized Training:
- Each mentor will manage providing 10 hours of specialized training workshops (2 hrs/Week) in one of the technical business initiation needs aspects (Marketing and sales, Financial Administrative and HR Management, Strategic and Development Planning, Support Systems for Entrepreneurial Growth and Sustainability) for the teams of 5 incubated business startups (Total: 10 hours of specialized training workshops)
Accordingly; each mentor / coacher will conduct:
Technical Qualification of Mentors:
-Experience and skills in finance, management, legal, IT, sales and marketing, PR, IPR, export/trade (with qualification / CV / proof / certificates)
-Understanding the business idea, value proposition and choice of market and key assumptions
-Understanding the business systems with an aid of a coaching framework
-Capabilities of creating and developing start-up business growth
-Enthusiasm to help young entrepreneurs
-Good listening skills
-Problems solving ability
-Ability of using participatory learning in action methodologies.
-Development capabilities of training materials
-Being supportive, motivational and insightful during the session.
Evaluation Criteria:
For interested qualified individuals and companies, kindly to submit the following:
1- A simple technical proposal for Plan of Action supported with.
2- Financial proposal
3- Technical qualification validating documents (CV, Certificates …etc.)
All proposals are kindly requested to be delivered by hand in a sealed envelope no later than Tuesday, July 2nd, 2013 @ 14:00 to PICTI / Gaza Office
