Vacancy for Capacity Building Officer
The Municipal Development and Lending Fund (MDLF) is quasi-government organization
working in close coordination with the Ministry of Local Government (MOLG) and line
agencies in the field of Municipalities’ development, with particular experience in projects
related to infrastructure, institutional development, employment generation, as well as data
collection and reporting.
The MDLF is seeking a qualified, Capacity Building Officer to work at the Institutional
Development and Technical Assistance Department.
More specifically, the officer will:
• Assist in managing the financial and planning capacity building activities of the Local Government Capacity Building Program ( LGCBP)
• Draft ToRs, EOIs, Reports, letters, and other documents under the guidance of the Department Manager.
• Coordinate and manage the work of consultants including logistical and technical issues.
• Collaborate with partner organizations and other relevant stakeholders for enhancing
institutional capacity of the local government units.
• Coordinate with relevant units at the Fund on developing and implementing outreach
and awareness activities for the capacity building component.
• Provide periodic updates on implementation and progress made on the capacity
building activities.
• Assist in the development of capacity building programs for the municipalities based on the evaluation result of the municipal performance done under the Transfer Mechanism.
• Assist in the financial management of the activities and initiatives in coordination with
the Financial Department project spending through the preparation, review and

Qualifications and Experience:
• University degree in public administration, engineering, business administration, planning, financial management, human development, social sciences or any related fields.
• Minimum of 4 years of professional experience in similar positions,
• Demonstrated leadership and management background, experience managing development and budgets
• Strong interpersonal and intercultural skills
• Excellent communication skills in both English and Arabic
• Strong computer skills: facility with MS Word, Excel, PowerPoint, and email and internet software.
• Familiarity with the local government system and issues in Palestine is a plus
