Capacity Building Specialist, USAID West Bank Pre-Service Teacher Education Activity
Location: Ramallah, West Bank
Period of Performance: One year with expected renewal to five years

SUMMARY OF POSITION:
IREX seeks a qualified Capacity Building Specialist with experience working with pre-service teacher training for a five-year USAID-funded Pre-Service Teacher Education Activity in the West Bank. The project aims to improve the relevancy and quality of education diploma programs for pre-service teachers.
Under the direction of the Chief of Party, the Capacity Building Specialist will be responsible for managing capacity building at AQAC and other Ministry of Education and Higher Education (MOEHE) departments as relevant. He/she will be the primary relationship lead for activities conducted with the Directorate General (DG) for Exams, Assessment and Evaluation and with AQAC. He/she will work closely with Short Term Technical Assistants (STTA) on support to these MOEHE groups and with the AQAC Support Manager.
SUMMARY OF RESPONSIBILITIES:
- Lead IREX efforts for capacity building at AQAC and other Ministry of Education and Higher Education (MOEHE) departments as relevant.
- Coordinate closely with the AQAC to define its mission and desired outcomes around accreditation of education diploma programs, and analyze and assess performance gaps and desired outcomes.
- Facilitate workshops and roundtables with government officials and other stakeholders on a variety of standards, performance improvement and regulatory subjects
- Identify and supervise external STTA to source: 1) additional capacity building expertise to support AQAC as needed; and 2) teacher recruitment and exam development expertise to support DG on exam revision.
- Provide technical leadership to the adaptation and refinement of a Higher Education Institutional Capacity Assessment Tool (HEICAT) to be used in assessing quality and performance at partner HEIs
- Collaborate with the Quality Assurance (QA) units, or other areas of the HEI focused on M&E and quality improvement
- Work with the Directorate General for Exams, Assessment and Evaluation to revise the teacher recruitment exam to ensure that it aligns with the revised pre-service teacher standards
- Assist HEIs to implement identified performance solutions to improve M&E systems
- Develop and maintain a keen understanding of existing legal framework governing education diploma programs, including any changes brought by the higher education law currently under consideration challenges and issues facing higher education institutions in pre-service teacher training
- Cultivate relationships with higher education institutions, AQAC, relevant government institutions, and other relevant USAID projects
- Support efforts in project planning, budgeting, and administrative issues
- Represent IREX and the project publicly
- Includes travel throughout the West Bank
- Other duties as assigned
SKILLS AND QUALIFICATIONS:
- Palestinian citizenship or residency is required
- Master’s degree in relevant field or a Bachelor’s degree in a relevant field with an additional three years of experience
- Minimum of 10 years of experience working in capacity building in government or in higher education, preferably in education and pre-service teacher training
- Must demonstrate an excellent track record of achieving results in building capacity in governmental regulatory bodies, preferably in education.
- Comprehensive knowledge of the West Bank regulatory pre-service teacher training landscape
- Must have demonstrated high-level capacity building technical, analytical, and interpersonal skills
- Experience with international donor-funded development projects, particularly in West Bank and/or other Middle Eastern countries, desired
- Outstanding verbal and written communication, interpersonal, and cross-cultural skills required
- Detail-oriented with ability to multitask and prioritize in a fast-paced working environment
- Excellent ability to remain flexible while adhering to strict deadlines
- Demonstrated leadership, integrity, and versatility
- Fluency in Arabic required; professional proficiency in English preferred
