War Child is an independent and impartial international non-governmental child rights organization investing in a peaceful future for children and young people affected by armed conflict. With a focus on child protection, mental health, and psychosocial support, we strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict-affected children and young people. War Child has been working in the oPt since 2006 and has offices in Jerusalem, Hebron, the Nablus, and Gaza.

Job Summary/ Scope of Work

The Case management Officer is responsible for implementing community-based child protection activities in his/her community, including case management in line with international standards. S/he organizes and carries out work to address an individual's (and their family’s) needs in an appropriate, systematic, and timely manner through direct support and/or referrals.

Responsibilities and Tasks

Job Responsibility 1: Direct Support and Care to Vulnerable Children

60% of time

1.       Provide direct support and care for vulnerable children, including case management such as;

a.       Identification of individual children in need of case management through a regular presence in the community.

b.       Follow up with children referred to WCH by other agencies and community partners.

c.       Identify, refer and follow up on all services and ensure action points are carried out within the agreed timeframe.

d.       Provide basic counseling and psychosocial support.

e.       Regularly review and adjust action plans to ensure progress.

f.        Perform appropriate follow-up and referrals.

g.       Case closure and follow up on closed cases of children and their caregivers after a while from the case closure. (if and when appropriate).

h.       Manage cases in line with the Standard Operational Procedures (SOPs).

i.         Document cases using case notes and regularly update the database to ensure a comprehensive record of each case.

j.         Ensure data collection and storage are done in a confidential manner.

k.       Monitor, guide, advise and support children and caregivers throughout the process.

l.         Ensure that children receive multidisciplinary and holistic support.

2.       Provide mapping and updates of available services and organizations operating in the area and share with relevant people at WCH.

3.       Ensure child protection concerns are shared with the relevant staff.

4.       Deliver awareness sessions to families on child protection and case management service in different and new targeted communities as needed and requested when needed.

Job Responsibility 2: Internal/External Coordination, and Representation

20% of time

  1. Introduce War Child services within the targeted communities.
  2. Coordinate with CBOs on the implementation of activities.
  3. Coordinate on a daily basis with WCH program staff.
  4. Liaise with relevant child protection actors working in the area, including national and international.
  5. Participate and represent WCH in CPN meetings when necessary.
  6. Coordinate with partner organizations for referrals.
  7. Liaise with Protection Officers/MoSD focal points in the area.
  8. Participates in relevant case management meetings.
  9. Act as Child Safeguarding Focal point for their specific areas.

Job Responsibility 3: Monitoring and Reporting

20% of time

  1. Support the maintenance of the WCH case management system.
  2. Complete the capacity assessment tool each 3 to 6 months.
  3. Support tracking of activities using agreed M&E tools.
  4. Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management, and reporting requirements are followed.
  5. Plan and conduct trainings of facilitators on different PSS and CP topics and interventions as requested by line manager
  6. Ensure Fill in the data base for the registered cases of children in case management service and the data base for external referrals and follow up and update the data regularly.
  7. Participate in 1 to 2 individual and group monthly meetings with case management supervisor to discuss different cases, challenges, and ways to overcome the challenges and improve the quality of service provided
  8. Perform other duties as assigned by the supervisor to enable and develop WCH programs.

متطلبات الوظيفة
  1. Bachelor's degree in Social Science, or any relevant field.
  2. Minimum 3 years of relevant experience.
  3. Good understanding of the local context and social welfare and legal system for child protection services in Palestine.
  4. Previous experience working with children/refugees/vulnerable populations.
  5. Proven experience engaging with different target groups from all backgrounds (children, families, local and international organizations, government, etc).
  6. Ability to maintain confidentiality, respect, non-discrimination, and safety of children at all times.
  7. Excellent communication, interpersonal and problem-solving skills.
  8. Creativity and flexibility.
  9. Flexibility in working overtime when needed.
  10. Computer literacy (Microsoft Word and Excel).
  11. Fluency in Arabic.
  12. Good English skills.
  13. Cultural sensitivity.
