Case Manager
Terre des hommes (Tdh) is a leading organization worldwide on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to develop and improve the child protection systems and juvenile and gender justice. Under the project funded by UNICEF, Terre des Hommes (TDH) is seeking a dedicated and experienced Child Protection Case Manager to join our team in the Gaza Strip. This role will focus on providing comprehensive case management services to children, particularly those who are unaccompanied, separated, or otherwise at risk. The Child Protection Case Manager will play a critical role in ensuring the safety, well-being, and rights of vulnerable children in the region.
For this position, Tdh is looking for a Case Manager who is results-oriented, dynamic, and proactive. The Case Manager will be responsible for ensuring and providing safe, equitable, high quality, accessible, timely, and efficient child protection services that are responsive to the needs of children and their families.
Child Protection Case Management services
- Manage individual cases according to established Tdh procedures and protocols, ensuring timely and effective interventions.
- Ensure that the consent/assent to proceed with the case management from both the child, the parent and/or caregiver and legal guardian for unaccompanied children is sought.
- Identify, register, and report unaccompanied and separated children (UASC), children at high risk (including violence, abuse, neglect, and exploitation), and conflict-affected children, following Tdh, CP AoR, and UASC working group protocols and systems in the Gaza Strip.
- Collaborate with partners, clusters, NGOs, INGOs, shelter representatives, and community leaders to ensure the safety of children.
- Work with the Child Protection (CP) Officer to develop and maintain updated maps of available services for referrals.
- Adhere to referral pathways established by clusters and working groups in Gaza.
- Conduct comprehensive assessments, documentation, referrals, and follow-ups for UASC, at-risk children, and conflict-affected children.
- Develop and implement individualized case plans and family plans, particularly for separated children and their host families.
- Regularly review case progress with CP Officers to ensure timely management and alignment with the case plan.
- Maintain adherence to confidentiality, ethical guidelines, and standard operating procedures (SOPs) in all case handling.
- Collaborate with the Senior Project Officer and CP Officer to provide direct support and training to partner staff, enhancing their child protection skills and coordination.
- Work with the child protection team to strengthen community awareness and referral mechanisms, especially for UASC.
- Establish and maintain positive and efficient relations with target beneficiaries, community members and all the other actors operating in the camp. Seek for synergies to optimize resources and time and strengthen services for the beneficiaries whenever possible.
- Support early identification of at-risk children and contribute to community-based safety campaigns.
- Conduct awareness sessions with caregivers and community members to prevent child rights violations and promote access to critical services.
- Build the capacities of humanitarian partners in child protection.
- Participate in training related to child protection case management, UASC, and child protection in emergencies, under the guidance of the CP Officer.
- Maintain accurate and secure files, registers, and data on children, ensuring proper documentation and information safety.
- Respect and apply Data Protection and Information Sharing Protocols signed by Tdh in Palestine. Ensure all files are backed up, stored securely, and updated according to Tdh’s system.
- Compile and submit weekly case management reports to the Senior Project Officer and CP Officer, detailing identified cases, protection needs, and services provided.
- Contribute to weekly, monthly, and progress project reports, including documentation of best practices, lessons learned, and case studies as required.
- In collaboration with the delegation Communication Focal Point and the project staff, provide regular internal and external communication products.
- Promote, and ensure project activities are in line with, child protection principles.
- Ensure the project activities are integrated in the Dadaab child protection system and humanitarian coordination practices and guidelines.
Coordination and representation
- Work in close collaboration with Tdh partners and other key actors.
- Coordinate with other Tdh project/programs to ensure implementation of standardized activities and with other departments (program and support) as necessary.
- Participate in fora and meetings in her/his field of expertise, when relevant and necessary.
Security
- Comply with Tdh Security Regulations
- Participate in updating security plans, as needed.
- Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; ensures the staff know and implement the procedures in their day-to-day work;
- Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
- Commits to inform the Gaza Head of Office, Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP.
Project Monitoring, accountability and learning support.
- Participate in developing project plans, activity, and output indicators reporting along with the Q&A support team.
- Ensure accurate project implementation reporting with necessary supporting documents; review and support projects staff with project records and registers up keeping.
- Support the accountability (complaints / feedback response mechanism) through follow-up of complaints that come through the CFRM channels and support in the resolution and closure of operation / programmatic complaints
- Fosters a learning environment along with the Q&A staff and promotes critical reflection of project activities and interventions.
Abuse Prevention Policy - Operational Risk Management
- Commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy.
- Commit to ensure the best implementation possible of the Tdh Risk Management Policies.
- Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
Others
- Supports the leadership team to organize and facilitate, conferences, exchange of experience mission and field visits for external management staff and donor representatives.
- Any other duty as required by the line supervisor.

- Proven experience in assessment, case management, and counselling for both children and adults.
- Bachelor’s degree in psychology, Social Work, Counselling, or Mental Health.
- Solid understanding and prior experience in Child Protection Programming.
- Minimum of 3 years of relevant experience in similar roles with INGOs.
- Exceptional verbal and written communication skills.
- Direct experience working with unaccompanied and separated children (UASC) and children with protection concerns.
- Demonstrated ability or commitment to working with individuals and families from diverse backgrounds and cultural contexts.
- Knowledge of gender issues and ability to integrate gender considerations into programming effectively.
- Strong organizational and planning skills.
- Proficiency in English is highly desirable.
- Capability to represent the organization on technical and functional matters in alignment with departmental goals.
