Cash & Markets – Financial Inclusion Officer
For 8 months with possibility of extension
General Objective:
The Financial Inclusion Officer will lead the design, planning, implementation, and monitoring of initiatives that foster e-wallet and digital payment adoption among beneficiary households and local vendors. In a context of liquidity constraints, damaged financial infrastructures, and limited access to physical cash, the officer will champion the shift towards safe, cost-effective, and user-friendly digital solutions. They will work closely with the Head of Project, program staff, logistics, finance, and MEAL teams, as well as external stakeholders, to ensure that interventions are well-targeted, evidence-based, and achieve measurable increases in e-wallet uptake and usage over time.
Objective 1: Strengthen Digital Financial Ecosystems:

Technical Expertise & Management:
-
Provide technical leadership in the identification and selection of suitable e-wallet providers and digital payment platforms.

Map and maintain updated lists of local vendors, small shops, and suppliers to onboard onto e-wallet systems.

Establish partnerships with financial service providers to facilitate accessible and reliable digital transactions.

Demand and Supply-Side Interventions:
-
Address supply-side constraints by working with vendors to improve their capacity to accept and manage e-wallet payments.

Facilitate partnerships that enhance liquidity, reduce transaction costs, and improve user experience.

Develop and implement plans to gradually transition beneficiaries from physical cash to digital modalities, mitigating risks and addressing concerns.
Objective 2: Promote Behavior Change and Digital Financial Literacy

Community Engagement:
-
Organize and conduct sensitization sessions, focus groups, and training workshops for beneficiaries, with a focus on women, youth, and vulnerable groups, to increase digital financial literacy.

Provide hands-on support to households in setting up e-wallet accounts, troubleshooting issues, and encouraging sustained use.

Behavioral Insights & Campaigns:
-
Analyze cultural, social, and behavioral barriers to e-wallet adoption and usage.
-
Develop behavior change communication materials (leaflets, infographics, videos) that address myths, build trust, and highlight safety, convenience, and cost savings.

Monitor user feedback, iterate messaging, and refine campaigns to enhance acceptance and familiarity with digital payments.
Objective 3: Data Management, Monitoring & Analysis

Data Collection & Oversight:
-
Work closely with MEAL teams to design data collection tools that capture e-wallet adoption rates, transaction volumes, user satisfaction, and vendor feedback.

Ensure accurate entry, secure storage, and systematic analysis of data related to financial inclusion indicators.

Data-Driven Decision Making:
-
Regularly analyze uptake trends, transaction patterns, and redemption behaviors to identify bottlenecks and successes.

Produce dashboards, infographics, and summary reports to inform internal decision-making and external reporting.
-
Adjust strategies and interventions based on evidence, ensuring continuous improvement and impact maximization.
Objective 4: Coordination and Compliance

Internal Coordination:
-
Collaborate with the logistics and finance departments to facilitate timely payments and procurement processes linked to digital service providers.
-
Work closely with the FSL, WASH, and Nutrition teams to ensure harmonized approaches and integrate digital solutions across sectors where relevant.

Provide technical input and progress updates to the Head of Project and Program Manager.

External Representation & Partnerships:
-
Represent the organization in Cash Working Group (CWG) and other relevant coordination forums focused on financial inclusion and digital payments.

Maintain regular communication with local authorities, UN agencies, NGOs, vendors, and beneficiaries.
-
Champion compliance with data protection standards and adherence to humanitarian principles.
Objective 5: Learning and Capitalization

Documentation & Reporting:
-
Document field activities, maintain updated beneficiary and vendor databases, and track key performance indicators (e.g., number of active e-wallet users, transaction volumes).

Contribute to monthly Activity Progress Reports (APRs) and other required donor reports, ensuring clear articulation of results, challenges, and lessons learned.

Knowledge Sharing & Continuous Improvement:
-
Capture and disseminate good practices, case studies, and success stories related to e-wallet and digital payment uptake.

Proactively identify and share learning opportunities within the team and the wider organization to foster innovation and improve project outcomes.

University degree in Economics, Social Sciences (Pedagogy, Social Education, Development Studies, Social Work, Sociology, Gender Studies), Information Management, or another relevant field.
-
Strong understanding of Cash and Voucher Assistance (CVA) modalities, including digital payments.
-
Solid knowledge of financial inclusion principles, e-wallets, mobile money, and other digital payment solutions.
-
Familiarity with financial service provider partnerships, market assessments, and behavior change strategies.
-
Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook), with advanced Excel skills.
-
Knowledge of humanitarian/development programming, emergency response, and gender/protection mainstreaming.
-
Minimum 2-3 years of proven experience in implementing CVA programs, with a focus on digital payments or financial inclusion.

Experience working with financial service providers, small shops, suppliers, and communities to roll out digital solutions.

Experience conducting training sessions, community sensitization, and behaviour change campaigns.

Proven track record in data management, analysis, and using evidence to inform programming.

Prior experience in humanitarian/emergency or development contexts, preferably in challenging environments.

Fluency in reading, writing, and speaking Arabic and English.

Office 365, Intermediate-Advanced Excel and Data Visualisation (Power BI).

Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
