NRC seeks to fill one CCCM/UDOC officer position
Gaza strip

On 7th July 2014, the Israeli army launched a large military operation in the Gaza Strip, code named “Protective Edge”, with the stated objective of stopping Palestinian rocket firing at southern Israel and destroying the military infrastructure of Hamas and other armed groups. Destruction was widespread. More than 2,000 Palestinians were killed and there was massive displacement. Almost a year on, up to 100,000 people remain displaced - an estimated figure based on the number of buildings destroyed.

NRC believes that building the capacity and working through existing local government structures is vital with respect to early and successful recovery, particularly for those neighborhoods that suffered wide -scale destruction. In Gaza, NRC is currently piloting an Urban Displacement outside Camps (UDOC) project with support from the Global CCCM Cluster. The office is currently working with five of the worst -affected municipalities to help them profile IDP populations, to effectively communicate and provide relevant information to the affected population, and to facilitate effective forums to ensure timely and coordinated service delivery that includes community participation. NRC believes this will help pave the way towards reconstruction that itself will only be successful with meaningful community participation at all stages. The project will expand through 2015 to include more municipalities prioritizing the worst-affected areas.
General responsibilities
 
-Ensure adherence with NRC policies, tools, handbooks and guidelines
-Implement delegated UDOC/CCM project portfolio according to plan of action
-Prepare and develop status reports as required by management
-Ensure proper archiving and filing of project documents on both hardcopies and soft copies
-Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
-Promote and share ideas for technical improvement
-Coordinate and implement day to day UDOC/CCM project activities in the field in Gaza strip according to strategy and project agreements
-Actively participate in developing work plans for project activities.
-Cooperate with relevant partners and local authorities in line with project activities
-Conduct regular field visits and participate actively in the overall project monitoring and evaluation process.
 
Specific responsibilities:

-Actively participate in developing project documents (assessment forms, agreements, ToRs etc…)
-Facilitate preparation of needs assessments, focus group discussions, community meetings, and other community mobilization activities.
-Provide trainings to local partners as per project action plans
-Development of training plans, TOR's, and reports
-Follow up implementation of capacity building programs to communities, partners and main stakeholders
-Support in training and coaching of project partners Ministry of social Affairs (MOSA) and Municipalities staff members in advocacy and lobbying.
-Support municipalities and communities in development and implementation of advocacy plans
-Conduct capacity assessments of partners in relation to advocacy and lobbying issues
-Identify advocacy key messages to be disseminated on different levels
-Design and implement advocacy campaigns according to NRC regulations
-Design and follow up production of all project media outputs and advocacy tools.
-Actively promote the rights of IDPs.
-Facilitation of services sensitization and provision by other agencies to IDP's and host communities.
-Coordinate internally with NRC core competences such as ICLA, Shelter, Education and WASH to ensure that all project partners and beneficiaries are aware of the existing referral system and any complaint mechanisms.
-Participate in/or implement assessment on protection issues, humanitarian needs and other data needed when required.
-Any other task relevant to the position as requested by the Project Coordinator and/or the management.
 
Personal qualities

-Bachelor's degree in Social science , Management or any related field
-Experience from working as a Project Officer in a humanitarian/recovery context
-Experience in capacity building and community based programming
-Experience of delivering project outputs with respect to deadlines
-Experience in logistics, admin and finance
-Experience of field level coordination
-Previous experience from working in complex and volatile contexts
-Documented results related to the position’s responsibilities
-Knowledge of English
 
Specific skills, knowledge and experience:
 
-Experience in Camp coordination and camp management in similar context
-Experience in community based mobilization and monitoring
-Knowledge in communication with stakeholders and communities
-Experience of tools development in relation to Internal displaced population case load management
-Knowledge of 4 w's and context analysis tools such (power, risk and stakeholder analysis)
-Knowledge of information management basics
-Experience of advocacy and lobbying campaigns at community level
-Experience in conducting trainings is desirable

-University, Bachelor's degree
