Chemonics International Ltd., a leader in global development, seeks full time Center of Excellence (COE) Specialist for its USAID-funded Enhanced Palestinian Justice Program (EPJP) in Al-Bireh.
Position Objectives, Basic Functions/Critical Tasks:
The Center of Excellence Specialistwill be responsible for employing the Centers of Excellence methodology to support medium-term interventions with project counterparts including the High Judicial Council (HJC), Ministry of Justice (MOJ), Palestinian Judicial Institute (PJI), and Family Courts (FCHC). S/he will be responsible for implementation of business process re-engineering/improvements based on the results of Business Process Analyses conducted with counterparts. Specific tasks include but are not limited to:
-Coordination with partner institutions to introduce and obtain buy-in for implementation of the COE methodology (a change-management approach that empowers government employees to initiate reform measures).
-Conduct necessary COE workshops.
-Oversee self-assessment, development of recommendations, prioritizations, Transformation Action Plans, activity evaluations, and other processesCOE processes.
-Based on identified needs, serve as a trainer/facilitator to support the adaptation, development and delivery of workshop materials.
-Provide institutional-level program strategy, design, and leadership of COE implementation.
-Oversee implementation of proposed re-engineering and/or improvements in procedures and processes with counterparts, including mentoring and follow-up to ensure effective change.
-Perform other duties as required or assigned.
Education, Qualifications and/or Equivalent Experience:
-Previous work on USAID or other donor-funded projects highly preferred.
-Previous experience with COE methodology highly preferred.
-Minimum of Bachelor’s Degree.
-Master’s or Doctorate Degree in business, economics, human resources, management or other related field highly preferred.
-A minimum of 7 years of experience in a relevant field.
-Excellent Arabic and English skills.
-Familiarity with the justice sector in the West Bank is preferred.
