Postion Title: Cash for Work Program Manager
Postion Type: Regular Employment -full Time

Duration: One Year with possibility of extension.

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories.
GENERAL POSITION SUMMARY:
Mercy Corps has implemented Cash for Work programs in Gaza for over five years with funding from a range of donors. Mercy Corps new Cash for Work project which aims to provide temporary employment opportunities to individuals from vulnerable families, and also the provision of much needed services to the broader community such as renovation and beautification for public facilities beside helping farmers and fishermen. The project will be implemented throughout the Gaza Strip, with assistance of relevant community organizations.
The Program Manager will work directly with the Deputy Program Director and Program Director to ensure timely coordination between community organizations and other local stakeholder groups for effective implementation of the project and to perform the essential job functions including all necessary actions of supervisory responsibilities.
ESSENTIAL JOB FUNCTIONS:
A-Program Planning, Implementation & Development
-Be fully responsible for the management of the cash-for-work program.
-Ensure the timely implementation of the Program to the highest standards delivering highest quality results possible meeting MC’s and USAID standards and expectations.
-Ensure all Program activities are implemented in accordance with technical and budgetary requirements including compliance with MC’s and USAID rules and regulations
-Work with MC staff, local community members, partner NGOs and other parties as required.
-Work with the existing community committees (CC) in each area where the Program is implemented and form new committees if required
-Coordinate the work with the partner CBOs and NGOs.
-Conduct frequent field visits to the project sites
-Suggest the development of new activities inside current Program.
-Suggest the development of new activities in areas beyond the current Program for submission to potential donors.
B-Reporting
-Provide periodic and ad hoc reports and up-dates on the status of the Program implementation
-Ensure the cash-for-work section of the internal monthly report is submitted on time
-Ensure information for donor reports is submitted on time
-Maintain and up-date project summaries for donors and internal use
-Write success stories and produce other written material as required
C-Monitoring and Evaluation
-Ensure high quality monitoring and evaluation procedures are in place and maintained with a focus on outputs and outcomes
-Ensure smooth flow of data between the Gaza office and the Jerusalem office through the Program database and otherwise
-Support the development of questionnaires and other tools for qualitative and quantitative data gathering
-Support data analysis and provide analytical reports
D-Staff Performance Management
-Participate in the recruitment of new staff as required
-Draft and maintain job descriptions
-Produce and up-date individual action plans and track progress against these
-Ensure effective performance management of the program staff through regular meetings and identify areas for growth and improvements
-Identify training needs and propose trainings
-Occasionally train staff on new approaches and technologies
-Provide any necessary administrative or programmatic support to the team
E-Fundraising and Representation
-Participate in fund-raising initiatives, drafting concept papers and funding proposals, collection of required data and information to meet with the needs of existing and potential donors.
-Represent MC at coordination meetings
F-Other Duties:
-Occasionally perform work outside of normal office hours as required, without additional compensation
-Ensure adherence to MC’s security and safety policies
-Undertake any other relevant duties required by Program Director.
SUPERVISORY RESPONSIBILITY:
The Program Manager is responsible for directing the works of Project Officers, Project Coordinators and Social Workers in Cash for Work programs.
ACCOUNTABILITY
REPORTS DIRECTLY TO: Program Director
WORKS DIRECTLY WITH: Deputy Program Manager, Deputy Chief of Party, HR, Admin, Finance and Procurement staff, DM&E department as well as staff of other programs implemented in the Gaza Strip
KNOWLEDGE AND EXPERIENCE:
1-University degree in Social Sciences, Development Studies, Project Management, or other relevant technical field
2-At least 5-7 years’ experience working in the NGO sector in the Palestinian territories
3-Strong understanding of the social, political, and economic context of Palestinian territories and specifically the Gaza strip
4-Excellent administration and management skills.
5-Excellent writing skills in English and Arabic.
6-Strong initiative, self-reliance and cooperative
7-Proficiency in MS Office
8-Must be an experienced driver with a valid license.
