Background Information - Job-specific

The Palestinian Ministry of Interior  (MOI) in cooperation with UNOPS recently conducted a need assessment of the MOI to identify the gaps in Organizational structure, supporting legislation and management capacity as well as technical capacity pertaining to strategic planning, strategy execution (i.e. portfolio, programme and project management, and monitoring and evaluation), Human Resource Management and Financial Management. The assessment report identified four work streams that are essential for MOI to develop in order to achieve higher level of maturity. The four work streams are :

Work stream # 1 Legal and Organization issues

Work stream # 2 Improving Strategic Planning & Organizational Development Capacity

Work stream # 3 Improving HR and Financial Management Capacity

Work stream # 4 Improving Strategy Execution Capacity

 
The assessment report articulates the gaps and problems in these work streams in form of a series of recommendations. These recommendations need to be analyzed and translated into a potential comprehensive change programme. The potential programme would manage a series of initiatives, activities, work packages and projects all seeking to strengthen internal capacity of the MOI so it can better execute its mandated function. It will be presented as a comprehensive Palestinian-led, institutional capacity building programme that will enable more effective civilian oversight of the security sector and a more effective sector strategy implementation.
Functional Responsibilities

The team leader will have overall responsibility for the design of the potential change programme by
-Identifying and documenting the initiatives, activities, work packages and projects to order to achieve all the recommendations in MOI assessment report published by UNOPS.
-Identifying and documenting various programme implementation approaches as well as programme management and governance arrangements.
-Working closely with MOI to ensure they understand and own the design by facilitating visioning and prioritization workshops and meetings.

 

He/she will report to UNOPS Programme Manager and will be responsible for the following key activities:
Leading communications, visioning and prioritisation workshops and/or meetings with the MOI in the aim of assisting MOI develop a vision and understanding of the potential change programme.
Based on the MOI assessment report, decide the most appropriate design framework to deploy and ensure that adequate processes, procedures, and internal technical controls are in place and documented to manage the design process.
In collaboration with the UNOPS Programme Manager, finalise the design work plan prior to the design commencement.
In collaboration with the UNOPS Programme Manager, agree on all report and presentation formats for the final products.
Managing and coordinating the overall design process
Delivery of the final design to UNOPS.
Leading the analysis of the recommendations in the assessment report to help the team complete the design.
Provide technical input and assistance to the design team.
Provide background information to identify opportunities for programme design.
Provide work direction and leadership to the assigned team, including scheduling, assignment of work and review of individual’s efforts. Supervise and mentor team members to ensure effective delivery of overall work program.
Develop benefits map for the proposed design.
Develop different implementation options for consideration for effective implementation of the designed programme.
Responsible for final versions of the documents listed in the Deliverables section. The documents need to be fully edited from both a writing style and substantive perspective.
Manage and lead design review workshops and meetings  with the MOI throughout the process and on completion of the design.

Monitoring and Progress Controls

A detailed list of deliverables will be determined in consultation with the Programme Manager however the team leader will be responsible for the following deliverables that will be  produced by the consultants:

Produce full design documents detailing the initiatives, projects to be done to achieve the recommendations in the assessment report. The design should cover the following areas:

1-Programme management/governance approach
Methodology/programme governance
Programme scope
Programme level inputs/resources
Programme level outputs
Programme outcomes
Programme benefits map
Stakeholder analysis
Change management approach/plan
Quick wins

2-For each of the work streams a comprehensive projects dossier, providing 1 page per project/initiative outlining the:
Project/initiative methodology and governance
Project/initiative scope
Project/initiative level inputs/resources
Project/initiative level outputs
Project/initiative contribution to assessment report recommendations, outcomes and benefits

Education/Experience/Language requirements

a-Education

Masters degree in Management, Public Administration, Business Administration, or other relevant discipline. Additional years of relevant work experience, may substitute for the requirement for a masters degree.


b-Work Experience
At least twelve (12) years relevant experience as a consultant or advisor in the fields of Public Administration and/or Management Security Sector Reform.
Substantial experience from a leading local or global provider of management advisory or consulting services to the public sector is highly desired.
Experience in management consulting in the Middle East is essential.
Proven experience in institutional strengthening and building the capacities of national, regional and local levels of government.
Experience in programme design and documentation is essential.
Experience in programme design and documentation and implementation on behalf of European donors is an asset.
Experience in leading significant institutional change
Prior experience in development sector or working in developing countries is a great advantage but not required.
Ability to integrate into public sector teams, excellent interpersonal skills and client focus.
Experience in team management

c-Language Requirements:
Fluency in written and spoken English and Arabic.
