FHI 360 seeks a Chief of Party (COP) for an anticipated USAID youth development program in the West Bank. This project is expected to support Palestinian youth to develop new activities that strengthen youth engagement. Activities are expected to provide opportunities for youth participation, promote safe spaces for young people, and increase developmental assets.

The Chief of Party will provide overall oversight and technical direction for the project, and serve as the primary point of contact for USAID and FHI 360. Candidates for this position should have a proven track of designing, implementing and successfully delivering youth and community engagement programs in countries with socio-cultural and economic situations similar to those in the West Bank. S/he will oversee strategies to engage youth in target geographies and should have experience designing and overseeing activities to improve learning, workforce, and/or civil society outcomes for at-risk youth, and should have experience working to improving the enabling environment for positive youth development in communities, schools, and training centers. The COP will take a leadership role in coordinating with USAID, other donors, government institutions, local organizations, and the private sector.

Job Summary/Responsibilities

-    Provide overall program leadership, management, quality control, timeliness of deliverables, and technical direction while ensuring compliance with USAID requirements, US government regulations, and FHI 360 policies and procedures
-    Identify issues and risks related to project implementation in a timely manner and suggest appropriate program adjustments
-    Manage and supervise the work of program personnel, subcontractors, and grantees, with a focus on core results, achievement of work plans and targets, and timely implementation

Qualifications:

-    Bachelor’s Degree (advanced degree preferred) in education, youth development, political science, international development, or related field
-    Demonstrated ability to build strong and collaborative relationships with government actors, project partners, and diverse stakeholders
-    At least ten years of international experience managing donor-funded activities, preferably USAID-funded programs in the West Bank and Gaza or the MENA region, and at least five years of experience managing programs with a similar scope
-    Proven ability to mentor, motivate, and lead team members
-    Experience working in the Middle East with West Bank and Gaza experience strongly preferred
-    Fluency in written and spoken English required and Arabic strongly recommended
