Global Communities is seeking an experienced Chief of Party (COP) for the USAID Positive Youth Engagement project (PYE) in the West Bank and Gaza. PYE will be a five-year multi-sectoral Youth Activity designed to address the core issues of Palestinian youth development. The PYE activity will reach vulnerable and marginalized youth aged 10-19 at risk of social marginalization in deprived areas where they live by improving education, health, employment, community involvement (reintegration) and other needs as identified through drivers assessments The activity’s goal is to transform vulnerable youth into productive, contributing citizens who are connected to their communities. To achieve this goal, the USAID/WBG Mission and its selected partner will increase opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development.
Responsibilities

The Chief of Party (COP) will be responsible for overall activity management of the program, including providing leadership to attain objectives, ensuring adequate communications with USAID, interacting with high-level Palestinian Authority officials and other counterparts and identifying and mitigating activity risks.

Specific responsibilities include:

Overall management of the program, including technical implementation, staff and partner oversight, and monitoring and evaluation.

Meeting program targets and ensuring the fiscal integrity of the use of program funds.
Establishing and maintaining systems for project operations and compliance with USAID rules and regulations.
Primary point of contact with USAID, government counterparts, and other critical in-country stakeholders.
Producing effective written reports and oral presentations on program.
Representing Global Communities and program interests as necessary and appropriate.
Building and maintaining strong working relationships with key internal and external stakeholders, beneficiaries, subcontractors, suppliers and partners.

Qualifications

Advanced degree (Master’s degree or equivalent of Masters’ degree) in a related field of study (International Development, Social Sciences, etc.
Proven experience as COP or leadership in the administration of similar-sized international donor-supported projects with skills in strategic planning, project management, organizational management, supervision of large teams, and budgeting.
Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement.
Demonstrated experience ensuring the integration of often underserved youth populations, e.g. young women and persons with disabilities.
Full Professional Proficiency in spoken and written English is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs.
Full or moderate professional proficiency in spoken and written Modern Standard Arabic is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional .
