Chief of Party
The Near East Foundation is seeking qualified candidates for three key personnel for a 5-year, $25 million USAID development project in the West Bank and Gaza. The project, Positive Youth Engagement, aims to reduce social isolation, poverty, economic marginalization, and violence through holistic, youth-friendly services that help improve the quality of life of vulnerable and marginalized young Palestinians.
This project aligns with USAID’s overall objective to weaken the push and pull factors that drive youth to fragility and violence by increasing positive interactions between youth and institutions. The project is based on the premise that - if youth have meaningful and beneficial interactions with family and social networks and local institutions and if they are able to develop life skills - then they will be less vulnerable to violence and marginalization because they will be engaged in activities that help renew their sense of self and hope and they will be more connected to their communities.
A (1) Chief of Party, (2) Monitoring, Evaluation and Learning Advisor, and (3) Senior Technical Expert in Youth Development are being recruited to oversee this project and work directly with local community members in the West Bank and Gaza to ensure the project best reflects and responds to local needs and interests.

The Near East Foundation (NEF) is seeking qualified candidates for a Chief of Party (CoP) to be based in WB/G. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.
Position Description
The CoP is a member of the NEF team in WB/G. The CoP will ensure the day-to-day management and implementation of the project, Positive Youth Engagement (PYE), which aims to engage marginalized and vulnerable youth in WB/G to reduce pathways to fragility. The project will employ a positive youth development (PYD) approach focused on developing competencies and behaviors that support pro-social attitudes, a clear and positive personal identity, and positive belief in the future. PYD programs encourage youth leadership and experiential learning, as well as adult approachability and champions. Services and opportunities are designed to support young people in developing a sense of competence, usefulness, belonging and empowerment. The project will include concrete and practical approaches that will not only address the challenges that youth face to accomplish the activity results, but will also involve and support young people in the decision-making, management and leadership of project activities.
Responsibilities
-Provide team management, technical direction, administrative coordination, operations and compliance oversight, and help build client relations
-Collaborate with NEF field offices, partner organizations, and other project stakeholders
-Work closely with the NEF program development team and other NEF teams to ensure a smooth and rapid start-up of the PYE program
-Serve as the primary NEF point of contact with USAID on the project

-An advanced degree (Master’s degree or equivalent) in a related field of study (International Development, Social Sciences, etc.)
-Minimum 10 years of relevant professional experience in a related field (International Development, Humanitarian); preference will be given to candidates with experience in a related field and who have expertise in youth engagement/empowerment
-Proven experience as COP or as a leader in the administration of similarly sized international, donor-supported projects with skills in strategic planning, project management, organizational management, supervision of large teams and budgeting
-Previous experience implementing U.S. Government programs
-Minimum of 5 years of experience managing teams -Excellent oral and written communication skills, analytic skills, interpersonal skills, team management skills
-Full professional proficiency in English, both written and spoken
-Full or moderate professional proficiency in Arabic (Levantine and MSA), both written and spoken
-Prior experience or familiarity with development operational environments in project areas of WB/G
-Knowledge of PYD concepts is preferred
Salary: Commensurate with experience.
