Improved Access to Essential Services for Persons with Disabilities in Highly Marginalized Areas of occupied Palestinian territory

Project Background:
In the West Bank, the Palestinian populations living in Area C and in the Bedouin communities, isolated and blockaded by military roadblocks, and have restricted access to essential and quality primary health care services and do not enjoy fully their right to health. The Palestinian National Authority (PNA) is facing important difficulties to deliver social services or to enforce existing legislation, in particular due to the prevailing unstable political situation and financial constraints. The restrictions on movement of health staff, patients and medical commodities, the restriction on construction and rehabilitation of health structures, the continued restrictions on importation of medical supplies, equipment and spare parts, the limited and costly transportation and the threat of forced displacement are among many factors added to insecurity, violence and its consequences that are impeding men, women and children living in the Area C and in the Bedouin communities of the West Bank to have access to the services they need. PwDs are even more vulnerable as given their isolation and the lack of responses to their specific needs. According to the PCBS disability survey conducted in 2011 the main cause of disability in oPt are diseases. Indeed, non communicable diseases such as cardiovascular disease, hypertension and diabetes are increasing rapidly in the West Bank, together with risks factors for disabilities among the Palestinian population living in Area C and in the Bedouin communities. Therefore, PwDs, their families and caregivers, and their communities are in strong need of awareness on prevention of diseases that can lead to disability and need to be educated on the management of some diseases such as diabetic foot to prevent amputation or other disabilities. In a humanitarian situation, PwDs are among the most isolated and may face extra challenges if these special needs are not met. They face mobility obstacles in their daily environment due to the lack of adaptations and physical accessibility of houses, health and schools facilities. This situation prevents them from accessing the basic services they need, which in turn perpetuates the vicious circle of disability and poverty. Consequently, environment adaptation that shall facilitate the social inclusion of PwDs and mitigate their daily challenges are required, together with outreach services implemented by local partners that are the only solution for these vulnerable populations to access specialized rehabilitation services including provision of assistive and mobility devices, medical disposable supplies, and to improve the information/referral mechanisms.
Through this project, HI is working in partnership with Bethlehem Arab Society for Rehabilitation (BASR) and The Palestinian Medical Relief Society (PMRS) who has created 3 rehabilitation mobile teams. The objective of the project is to facilitate the accessibility of PwDs to basic services in c areas of 6 governorates in the West Bank (Tulkarem, Qalqilya, Hebron, Bethlehem, Jericho and Tubas). This is through providing home based rehabilitation services, mobility assistive devices, disposable health care kits, and physical adaptation to health care centers and PwDs homes, awareness raising programs as well as supporting the development of the existing referral system.
Project outcomes:
-Home based rehabilitation services respond to the needs of women, men and children with disabilities and their families, in 6 targeted governorates of the West Bank.
-Other essential services are more accessible for PwDs and their families in targeted areas of the West Bank.
-Description of the Service:
-Under the project out comes mentioned above, the mobile teams will identify the needs of PwDs for home, and health care centers physical accessibility renovation/modifications in the 6 governorates of the west bank within timeframe approximate of one year. Accordingly, the project team and the HI Support Services Department-Ramallah office are in the process of developing purchase procedures contracting construction suppliers for the implementation of this activity. Therefore, civil construction service provider engineer is required to monitor, follow up, and evaluate the construction implementation of physical modification of the facilities previously identified by the technical rehabilitation mobile teams; approximately, 300 homes, and 40 health care centers are going to be modified in the targeted areas during December 2015 to September 2016. The service provider will be responsible for supervising/ evaluating/assessing the suppliers construction proposals for health care centers and PwDs houses of quanties and costs (Needs assessment, Reports, Drawings, BoQs, Technical specifications, etc). Also, he/she will be requested to conduct onsite visits to evaluate PWDs homes as well as health care centers in the targeted areas based on the BOQs and according to the identified needs.
Objectives:
-To support preparation of the physical accessibility modifications of 300 PWDs homes and 40 health care centers in 6 governorates of West Bank in the period of Nov 2015 to Sept 2016.
-To follow up the implementation of accessibility modifications to ensure that the work is complied with HI technical guidelines and MoH standards, the mobile teams evaluation and accessibility standards.
-To evaluate the constructions modifications implemented by the construction suppliers and report to the PM accordingly.
Requested Input:
The service provider is required to perform the following tasks:
-Prepare Bills of Quantities according to assessments received by the mobile teams for Health care centers and homes
-Contribute to the evaluation of the offers by construction suppliers and support HI team in the selection of the winning candidate/s.
-Evaluate and approve the construction drawings and documents prepared by the contractor based on the technical specifications provided by the mobile teams and in accordance with HI general technical guidelines.
-Review the construction proposals including BoQs and technical specifications offered by the construction suppliers and conduct on site visits to the facilities to ensure that materials and prices are proposed adequately.
-Monitor the progress of rehabilitation works, by developing monitoring tools, and making regular follow up visits to the rehabilitation sites in order to ensure that the works are performed duly and within the agreed deadlines
-Ensure liaison with MOH staff and technical focal point throughout the process
-Submit monthly progress reports to the Project Manager (PM) detailing the activities and progress of the rehabilitation works. The reports shall include the service provider recommendations and suggestions and any current or foreseeable issues.
-Evaluate the construction modifications implemented by the suppliers, and report to PM.
Qualifications and experiences:
-Bachelor degree in civil engineering
-Having 2 years experience as site engineer and civil construction engineer
-Having working licence from the Palestinian Engineer Association.
-Excellent communication skills
-Fluent in English language
-Holding a driving license
-Knowledge of/Familiarity with physical environment accessibility for people with mobility limitations is a plus
Duration:
The contract duration will be tentatively from Nov 2015 to September 2016.
