The Program
Positive Youth Engagement (PYE) is a seven-year multi-sectoral Youth Activity designed to address the core issues of Palestinian youth development. The PYE activity will reach vulnerable and marginalized youth aged 10-24 at risk of social marginalization in deprived areas and private universities where they live by improving education, health, employment, community involvement (reintegration), and other needs as identified through drivers' assessments. The activity’s goal is to transform vulnerable youth into productive, contributing citizens who are connected to their communities by increasing opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development. The following are the main themes of the PYE:
- Core programming that supports, protects, prepares, and engages youth in safe spaces found within a strong network of more than 80 CBOs throughout the West Bank.
- Tailored packages of activities, resources, and referrals that will set youth on individually selected pathways building on the core curriculum to increase opportunities for youth to effectively contribute to social and economic development.
- Opportunities for sustained community engagement and leadership through youth-led pathways and councils, community and social media campaigns, and mentorship of subsequent cohorts as part of sustainable community youth networks.
- Improve opportunities for learning and individual empowerment for youth in grades 7-12 through the network of safe spaces.
- Expand safe spaces through 11 local university career centers to reach youth ages 19-24 and offer the PYE core interventions including the Profound Stress and Attunement (PSA) approach and healthy well-being for youth, parents, and adult caretakers; learning activities (including the Passport To Success (PTS) and I: SERVE), youth pathways; and youth-led small-scale initiatives in addition to technology and innovation-driven learning programs with a focus on STEAM (Science, Technology, Engineering, Art, Mathematics), green solutions, and entrepreneurship.
The Position
The Senior Civil Engineer will support the PYE Program Maintenance and Renovation in the day-to-day activities to ensure a smooth flow of the different works. S/he will be responsible for managing site activities for all maintenance works allocated to him/her in compliance with Mercy Corps policies and interests. S/He ensures compliance with donor regulations, local law and Mercy Corps internal policies and procedures. S/He works closely with the PYE Chief of Party and Safe Spaces Rehabilitation teams (Architects, Electromechanical, and Civil Engineers) from PYE, Regional and Global MercyCorps Teams with the objective of ensuring all related contractual issues are carried out in a timely manner and within the allocated budget and quality required.
SCE is responsible for the management of ongoing safe spaces rehabilitation works to ensure compliance with Mercy Corps procedures, and local laws in the West Bank and East Jerusalem to ensure best value for money. S/He assists the PYE Safe Spaces Development Team with related tasks and assignments.
The Senior Civil Engineer will be responsible for but not limited to updating the progress of each safe space rehabilitation work, site supervision, monitoring of contractor’s work, and performing physical site inspections. Also, review and check invoices submitted by contractors, quantity surveying works, work closely with PYE team to assist sites before moving forward with projects, update any required drawings on AutoCAD and assist the Youth Safe Spaces Capacity Strengthening Specialist in day-to-day reporting and activities.
SCE will work closely to ensure that day-to-day activities are implemented according to schedule and specifications. SCE provides support to all team members. S/He reports to the Youth Safe Spaces Capacity Strengthening Specialist.
Essential Responsibilities
Primary responsibilities include, but are not limited to the following:
- Implementation of all components of the Maintenance/Renovation works of the safe spaces, and full coordination with PYE-related staff.
- Conduct field inspection visits as required and as requested.
- Conduct Quantity surveying and preparing assessment reports.
- Fill in all necessary documents in relation to inspections, and reports and reject any non-conformant work in line with MercyCorps infrastructure guidelines, reports, and tools.
- Attend and actively participate in all related meetings.
- Record daily activities in writing and report to Youth Safe Spaces Capacity Strengthening Specialist in a timely manner.
- Supervise and be responsible for all technical aspects of implementation, and ensure that they are completed in a timely, efficient, and accurate manner according to standard engineering methods.
- Ensure establishment and maintenance of good relationships with Safe Paces, Contractors Companies, and different entities.
- Works with the Program and Operations Team to develop timely and realistic plans.
- Manage the rehabilitation works of selected sports playgrounds (e.g. Football, basketball) at selected locations of PYE.
- Ensure a safe working environment and safety measures for all people involved in project implementation.
- Works with the related teams to develop related documents and processes through MercyCorps Procurement system and related tendering requirements including blueprints for architectural works, scopes of work, Bills of Quantities).

Works directly with: PYE CoP, Finance and Compliance Department, Procurement Department, Partner organizations and safe spaces, Contractors, MercyCorps Infrastructure Regional and Global teams.

Minimum Qualification & Transferable Skills
- BA Degree in Civil Engineering. Master is a plus.
- 6 to 8 years of experience in the construction of building projects.
- Experience in quantity surveying and engineering contracts is a plus.
- Have a good level of skills in using AutoCAD.
- Have a good level of skills in using MS project or other scheduling software.
- Familiarity with safety procedures and quality control for construction site tools.
- Proficiency in Microsoft Office applications including Excel and Word.
- Ability to work independently and as part of a team.
- Computer literate and strong organizational skills.
- Excellent oral and written communication skills.
- Good spoken and written English with the ability to write reports in the English language.

Living Conditions / Environmental Conditions
This position is based in Ramallah, Palestine, and requires constant movement between West Bank cities. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs, and Mercy Corps’ policies, procedures, and values always and in all in-country venues.
