The Opportunity – Climate Resilience Advisor

Post location: Roving between oPt & Egypt Country Offices (50% each)

Contract Duration: 2 years and based on the availability of funds.

ROLE PURPOSE:

The Climate Resilience Advisor provides technical leadership and support to the oPt and Egypt country programs in line with the respective Country Office Strategic Plans (CSPs), Regional and SCI global priorities. The TA will work in collaboration with other advisors to support overarching CO priorities, including programme adaptation and integration, advancing the localisation agenda, gender and disability inclusion, , adolescent wellbeing, and child participation. The role will provide high quality technical assistance to the development of Project Ideas, Concept Notes and Funding Proposals, as well as support project implementation and portfolio monitoring and evaluation. Working in close coordination with member offices and regional advisors, this position will play a key role to strengthen SCI’s child-focused climate capacity, primarily through hands on technical assistance, strategic and programmatic design and support, advocacy, fund-raising, capacity building (training / mentoring / coaching), talent acquisition and development, response planning support and surge capacity for implementation and emergencies. The advisor will maintain close collaboration with other CO and regional climate advisors, the global Climate Resilience lead and the global climate technical working group.

In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

The position includes regular travel to SCI’s programs in oPt and Egypt.

Travel requirements for this role: 50% travel between countries Egypt and oPt .

The role holder should be able to enter and travel between both mentioned countries.

Role Dimensions: Key stakeholders for this position include Technical and Operations staff; CO and Regional Technical Advisors, CO Advocacy and Campaigns Advisors and fundraising staff (In addition, the role will foster relationships with a wide range of internal and external stakeholders including Save the Children Members.

Context: Humanitarian and Development

KEY AREAS OF ACCOUNTABILITY:

Strategy & Leadership:

  • Develop and implement a strategy for the continued growth of climate change programming in oPt and Egypt, focused on developing a pipeline of projects and programs and integrating climate risks and resilience into major sector-based investments.
  • Lead and collaborate with others to develop and support operationalisation of country technical steer on child-focused climate resilience, with explicit linkages to other thematic and cross thematic steers, and with a focus on gender and disability inclusion
  • Lead in the design of the thematic strategies for both countries (program and advocacy), ensuring alignment to Save the Children’s global thematic priorities and breakthroughs and technical steers
  • Thematically guide and negotiate climate resilience inputs into strategic documentation, policies and guidance (including integration and mainstreaming into other sectors)
  • Provide coordination support at the Country Office for SC’s global initiatives on the Climate Crisis and contribute to the global SC work on climate change by sharing the Country Office experiences, practices and results

Technical Capacity Building & Mentoring

  • Provide contextualised, hands-on, demand driven technical support for the oPt and Egypt CO teams to increase knowledge of climate change
  • Capacity build, mentor and build networks across oPt and Egypt for climate focused experts; identify top talents, capacity gaps and facilitate opportunities for learning

Programme Quality in Design & Implementation:

  • Contribute to country and regional strategic partnerships; identify partners and donors to strengthen our climate portfolio in the region
  • Identify funding possibilities for (integrated) climate programs
  • Contribute to quality of CO project and programme proposals, through leading project design and review processes
  • Support CO in their implementation and monitoring of key strategic programmes, to ensure high quality delivery, monitoring and evaluation. Ensure that a child rights programming approach, gender, disability and resilience considerations are reflected in programme design and implementation
  • Explore innovative opportunities and trends which could be applied in climate programming and support the oPt and Egypt country offices to pilot, document new or updated tools and guidance
  • Support Emergency preparedness, recovery, and where appropriate response, including capability building for humanitarian response and emergency preparedness planning

MEAL, Innovation & organisational learning

  • Provide support for quality benchmark development and monitoring and supporting high-quality evaluations and research at the CO
  • Contribute to research agendas; drawing together evidence of impact
  • Contribute to child led research and campaigning related to climate resilience

Representation and networking

  • Build collaborative country and regional partnerships, through representation on clusters, working groups and technical fora, and ensure effective documentation; to showcase SC’s leadership on climate in oPt and Egypt
  • Support the country offices on their engagement with COP27 happening in Egypt
  • Build relationships with concerned entities and stakeholders working on climate resilience in both countries from government entities, civil society and private sector
  • Work with the relevant advocacy team members in both CO, Regional and Global to address climate change impacts on young people, climate change induced migration and voice of young people in climate actions.

General

  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, bullying and harassment, code of conduct, equal opportunities and other relevant policies and procedures

In order to be successful you will bring/have:

QUALIFICATIONS

  • Master’s degree in related academic field/area, with preference in Renewable Energy, environmental studies, Engineering, Urban Planning and/or related field.
  • At least 5 years’ experience of working internationally in Climate resilience issues in humanitarian and development settings.

EXPERIENCE AND SKILLS

  • Demonstrable experience in child-focused approaches in Climate resilience
  • Understanding of climate programs and contexts in Middle East & Easter Europe Regions Significant experience in training, capacity building, and mentoring
  • Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children’s rights.
  • Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources.
  • Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
  • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children
  • Experience of supporting humanitarian preparedness, response and recovery
  • Experience of working within a complex and matrix organisation structure.
  • Track record in successful business development/fundraising and donor engagement
  • Fluent in English with high level of English writing skills.
  • Fluent in Arabic (desirable)

KEY COMPETENCIES

Technical competencies:

Primary technical competences:

  • Experience of developing concept notes and funding proposals for climate specific funds i.e. the Green Climate Fund.
  • Significant direct experience of designing climate change programs for an international organisation, preferably in a managerial role and preferably focused on adaptation at the community level.
  • Strong analytical skills and the ability to synthesise and process information on development and climate change issues.
  • Demonstrated strategic planning skills and strong time management, administrative and organisational skills.
  • Excellent representational, advocacy and diplomatic skills to enable the post holder to operate effectively within Save the Children and externally.
  • Highly developed communication skills, written and verbal, and the ability to present information clearly and effectively to a wide range of internal and external audiences, including highly developed report writing skills.
  • Proven track record for the successful development and implementation of climate change programs in development contexts.
  • Experience of integrating climate change into ongoing developmental programs, strategies and policies.
  • Experience of successful developing relationships with donors and technical partners.
  • Proven ability to work in remote teams, across cultures, and independently.
